THE ROLE:

This position serves as a Staff-level HR compliance expert for SEA countries and is responsible for leading HR compliance, employment governance, audit readiness, regulatory change implementation, and HR compliance project execution across Singapore, Malaysia, Australia, Thailand, and Indonesia. The role partners closely with Legal, Employee Relations, HRBPs, Payroll, Total Rewards, Finance, HR Technology, HR Service Center and EHS to ensure HR policies, employee lifecycle practices, statutory documentation, governance routines and operating processes remain compliant, practical, scalable and audit ready.

THE PERSON:

You are a proactive, detail-oriented and experienced HR compliance professional who can work independently, exercise sound judgment and influence effectively across a matrixed regional environment. You are knowledgeable in employment legislation, HR policies and processes, audit and control practices, HR tools and regional HR operations. The position requires strong communication, project management, problem-solving and stakeholder advisory skills, with the ability to translate complex legal or compliance requirements into clear, practical and sustainable HR actions.

 

KEY RESPONSIBILITIES

 

1. Compliance Execution & Monitoring (40%)

  • Monitor employment law's regulatory updates and assess their operational impact on HR policies, processes, systems, documentation, and employee lifecycle activities.
  • Coordinate implementation of approved statutory requirements covering wages, working hours, leave, social security, employment contracts, appointment letters, and other mandatory records through respective COEs.
  • Perform periodic statutory reporting compliance checks, identify gaps or process deviations, assign actions, and monitor remediation through closure.
  • Support implementation and localization of employee rule book as required in partnership with Legal, Employee Relations, and relevant COEs.
  • Translate approved requirements into practical workflows, checklists, manager guidance, employee communications, and operating procedures.

2. Compliance Governance, Audit & Reporting (30%)

  • Maintain country compliance frameworks, statutory calendars, risk registers, control documentation, audit files, evidence repositories, and remediation logs.
  • Coordinate internal reviews, statutory audits, regulatory inspections, and compliance assessments by preparing complete and accurate documentation and evidence.
  • Produce dashboards, RAG reports, scorecards, and governance updates highlighting compliance status, overdue actions, trends, and material risks.
  • Escalate unresolved or systemic compliance gaps with clear facts, business impact, ownership, and recommended operational next steps.
  • Facilitate root-cause analysis and strengthen controls, documentation quality, and accountability to prevent recurrence.

3. Regulatory Implementation & Project Management (20%)

  • Manage compliance and regulatory implementation projects from assessment and planning through execution, governance review, closure, and transition to business-as-usual operations.
  • Define scope, deliverables, success measures, owners, RACI, timelines, dependencies, controls, risks, and governance routines.
  • Coordinate Legal, Employee Relations, HR Operations, HRBPs, Payroll, Finance, Total Rewards, HR Technology, HR Service Centre, Communications, and business stakeholders.
  • Track milestones, actions, decisions, risks, issues, dependencies, and escalations; prepare concise governance and executive status updates.
  • Coordinate approved change-management activities, including communication, readiness, process or system updates, and training materials.

4. Stakeholder Coordination & Operational Guidance (10%)

  • Guide HR stakeholders on the consistent execution of approved statutory and policy requirements.
  • Explain compliance controls, process requirements, ownership, and evidence expectations in clear, business-friendly language.
  • Partner with Legal for legal interpretation and advice, and with Employee Relations for case-specific or workforce-relations matters; refer issues outside this role's execution and governance remit to the appropriate owner.
  • Maintain disciplined follow-up, confidentiality, and sound judgment while managing competing priorities and stakeholder concerns.
  • Identify opportunities to simplify, standardize, and strengthen HR compliance processes across the covered countries.
  • Promote a culture of compliance ownership, proactive risk identification, continuous improvement, and operational discipline across HR teams.

PREFERRED EXPERIENCE:

  • Technical / Compliance Skills
    • Working knowledge of employment-law compliance requirements and their application to HR operations
    • Compliance monitoring, control design, audit readiness, and evidence management
    • Policy and process implementation, statutory documentation, and employee lifecycle controls
    • Risk identification, root-cause analysis, remediation tracking, and escalation judgment
    • Knowledge of implementation AI to do the work smarter however validating the responses for misjudgment / assumptions by AI tools

  • Project Management Skills
    • End-to-end project planning and execution
    • RACI, milestone, dependency, risk, issue, and action management
    • Governance facilitation and executive status reporting
    • Change, communications, and stakeholder-readiness coordination
    • Lead and govern change, Track executive presentation of HR compliance status and Gaps with risks

  • Project management certification such as PMP, PRINCE2, Agile, Lean Six Sigma, or equivalent practical HR project experience preferred.
  • Exposure to regional or multi-country HR compliance projects is an advantage.

ACADEMIC CREDENTIALS:

  • Bachelor's degree in human resources, Law, Business Administration, Industrial Relations, or related discipline.
  • Certification or diploma in Labour Laws / Employment Law / Industrial Relations preferred.
