DES is seeking an experienced and highly motivated individual to join our team as a Benefits and Eligibility Manager. This position supervises, coordinates, and monitors the delivery of childcare and other Divisional eligibility services. Ensures policies and procedures are fully implemented, federal and state performance goals are met, makes staff and service contractor assignments, and evaluates their performance.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Supervising and monitoring the workflow of supervisors in assigned offices and support all areas in coaching and mentoring as requested by the Regional Program Manager.
• Ensuring assignments and projects are completed to meet the daily objectives, performance measures and goals of the agency.
• Planning workflow and controlling the daily working arrangements for assignments or duties of staff.
• Consulting with appropriate personnel regarding program objectives, accountability and delivery of services.
• Working with supervisors to resolve case read issues.
• Providing case read support to supervisors.
• Assisting in the development of corrective action plans for any areas of concern.
• Gathering program data, compile and review reports.
• Preparing monthly reports on workload efficiency and accuracy for the region.
• Identify trends and elevate to leadership as appropriate.
• Identify optimum use of resources within the region by recommending the staffing allocations and reassignment of Supervisor, Case Specialist, and Customer Service Representative positions.
• Participate in the hiring process by reviewing resumes for qualified applicants, and scheduling and conducting interviews.
• Review position description for Supervisor, Case Specialist, and Customer Service Representative positions and recommend updates as appropriate.
• Provide support and monitor programmatic services such as fair hearings, suspected fraud, over-payments, policy interpretation, and case read audits.
• Respond to public and program inquiries including client calls, public records requests, and Ombudsman inquiries.

• State and Federal laws, regulations, and policies.
• Departmental and program administrative policies and practices.
• Best practices and appropriate philosophy related to providing childcare services.
• Program evaluation techniques as it relates to case reviews.
• Google Suite and other commonly used software applications.
• Fundamental leadership practices.
• Program services used to conduct quality control reviews.
• Interviewing and assessment techniques.
• DES services and how programs across divisions are inter-related.
• Program development, administration, and service delivery related to the program or programs in the area of responsibility.

• Verbal and written communication to explain and interpret Federal and State laws, statutes, rules, regulations, and guidelines applicable to the area of assignment.

• Statistical and programmatic information analysis including researching, data gathering, data analysis, evaluation, interpretation and reporting.
• Researching federal and state regulations and best practices.

• Direct the activities of professional staff engaged in delivering program services.
• Establish and maintain effective working relationships with staff, state and federal officials and members of the public.

• Provide technical assistance to staff; Identify, analyze, and evaluate situations or problems to determine appropriate courses of action.
• Think strategically and operationalize abstract principles and goals.

Selective Preference(s):

This ideal candidate for this position will have:

• 2 to 5 years' experience in Child Care Administration Eligibility or experience in a related human services organization.

Pre-Employment Requirements:

• Employee shall have a valid Level One Arizona Fingerprint Clearance Card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children or vulnerable adults.
• Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify.)
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
