Position Summary  

The Program Manager supports the delivery of instruction and student success by administering, organizing and managing student guidance, recruitment and operations of specific programs within the Arts & Humanities (A&H), Academic Affairs Division. Programs supported by this position, with average number of students enrolled annually: - English as a Second Language (ESL): 800 - English Learning Institute (ELI): 100.

The Program Manager has influence on program policies and procedures by performing the following duties: Work closely with the Program Chair of each program; Co-create, develop and update the program student handbook with the Program Chair and Associate Dean of Basic and Transitional Studies (BaTs) and ELI; Develop holistic intake/registration processes to improve accessibility of the program and recruit diverse students in collaboration with the program navigators and support staff; Create, communicate and maintain program intake procedures and registration policies (permission codes, program registration deadlines, and waitlists); Conduct student QuickAdmit enrollment procedures and tuition waiver distribution and tracking; Co-create and uphold program procedures with the Program Chair; Initiate and lead process improvement and change management using Lean principles. 

The Program Manager has financial influence on state and grant budgets by performing the following duties: Verify class rosters for billing related to enrollments; Notify Program Chairs & Dean when enrollments are not meeting target and make recommendations for class cancelations as needed. Based on analysis quarterly budget reports. Run and analyze quarterly budget reports to review revenue generated by FTEs and Fees; Advise Program Chairs on fiscal related decisions (i.e. class cancelations, equipment purchases, adjusting class fees.
 

Pay, Benefits & Work Schedule  

Position Salary Range: $56,916/year - $76,572/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department  

Arts & Humanities, the largest division at Bellevue College, welcomes students with various educational goals. Most are enrolled in academic transfer courses such as Art, Communication Studies, English, Music, Philosophy, Theatre Arts, and World Languages. Other programs focus on international students (English Language Institute) or adults taking pre-college courses to learn English, earn their GED, complete High School credentials, or transition to college-level courses (Basic and Transitional Studies). The division also includes a Professional Technical program (Interior Design), which serves students seeking an Associate's degree or a Bachelor of Applied Arts. Each program in Arts & Humanities seeks to empower students by cultivating inclusive learning environments that engage diverse traditions; stimulating intellectual and imaginative curiosity; and developing the habits of mind necessary for critical and creative thinking. 

Basic and Transitional Studies at Bellevue College comprises three programs, English-as-a- Second Language (ESL), Adult Basic Education (ABE), and Integrated Basic Education and Skills Training (I-BEST). The ESL Program serves a student population of over 75% students of color. 

Essential Functions  

Data and Site Management

  • Manage document management system data collection and procedural documentation (i.e. SharePoint, SmartSheet, MS 365) for each program (ESL and ELI).
  • Coordinate with various campus services and departments (Enrollment Services, IT, Strategic Planning, etc) as needed to streamline program policies and procedures.
  • Collect quarterly forms for retention- File forms according to College/Division/Program procedure.
  • Manage and maintain program website in content management system according to division and college standards.
  • Run various queries and reports in WABERS, LACES, QARs, PeopleSoft, and TargetX student management systems.
  • Run, review, and analyze quarterly budget reports, purchasing reconciliation, and invoices.
  • Advise program chairs on fiscal and program data related decisions.
  • Collaborate with staff, faculty, and leadership on federal data collection, verification, and reporting, and development and maintenance of such procedures to maintain state 
    and federal regulations.
  • Compile, analyze, and distribute program and general student data that is used for reports, accreditation, program planning, assessing effectiveness, enrollment projections and state reporting; coordinate with Enrollment Services and Effectiveness and Strategic Planning as needed.
  • Maintain and verify program compliance to state and federal regulations.
  • Attend state and federal workshops and trainings as needed.

Advising/Intake/Enrollment Management

  • Guide prospective and current students by providing accurate information regarding each program.
  • Meet with students individually and/or in groups in person, via phone, online, drop-in appointments.
  • Mange and process intake paperwork, waitlist, and LACES forms.
  • Organize and lead information sessions as needed.
  • Plan and help proctoring new student CASAS testing.
  • Collaborate with BaTS program managers, navigators, and support staff to develop and maintain advising, intake, and enrollment management procedures align with federal and state regulations.
  • Collaborate with Enrollment Services and Public Safety to develop enrollment procedures and to process tuition waivers and parking passes.
  • Assist faculty in scheduling CASAS post-testing.
  • Create and distribute permission codes and assist with registration.
  • Compile and review student information content for accuracy (waitlist, rosters).
  • Analyze and monitor student enrollment activities.

Program Management

  • Manage shared email inboxes.
  • Implement improvements and systems to report outcomes and monitor compliance with grants and contracts.
  • Collaborate with Program Chairs to plan quarterly classes based on retention, enrollment projections, and trends analysis.
  • Collaborate with staff, faculty, and leadership to regularly review program pathways and compliance with federal and state regulations.
  • Actively network and create successful partnerships across the college and larger community to strengthen the program.
  • Network across statewide and local agencies regarding BEdA models, practices, programs, policies for consideration and integration at Bellevue College.
  • Maintain and verify program compliance to state and federal regulations.
  • Maintain state or federal required credentials for program management.
  • Attend state and federal workshops and trainings as needed. 

Marketing and Outreach

  • Collaborate with Associate Dean and Program Chair(s) to develop annual marketing and recruitment plan for each program.
  • Create, develop, compile and write communications and promotional literature for distribution via marketing materials (i.e. flyers, posters, brochures).
  • Manage and maintain program website with accurate and current information about the program, intake/registration processes and other useful resources for students.
  • Collaborate with Institutional Advancement to create digital and print materials that are in line with Bellevue College branding and college policies.
  • Work with Information Technology and Institutional Advancement to create translated versions of the website and print materials.
  • Participate in campus outreach events.
  • Collaborate with other campus departments to organize events and disseminate information about programs. 

Events

  • Bi-weekly meetings with the Program Chair and/or faculty.
  • Follow campus procedures to organize program related events/meetings (campus catering, meals with meetings).
  • Represent programs at meetings as assigned by Associate Dean of BaTs and ELI.
  • Distribute information, initiatives, and actions to campus and community.
  • Event planning (graduation, program meetings, staff meetings).
  • Room reservations for testing and registration.
  • Other duties as assigned.
Minimum Qualifications  
  • Bachelor¿s degree from an accredited institution. Relevant work experience may be substituted for the education requirement.
  • Two (2) years of related experience in a capacity that involves customer service, finance management, marketing, recruiting, organizing workflows, implementing policies and 
    procedures, information compilation and database management.
  • One (1) or more years of collecting, verifying, and analyzing data for program improvement.
  • Intermediate experience with Microsoft 365, Sharepoint, and SmartSheet.
  • Demonstrated ability with organizational, communication, and problem-solving skills.
  • Effective communication skills with native and non-native English speakers.
  • Demonstrated experience working with diverse colleagues and/or students in collaborative and inclusive environment.
Preferred Qualifications  
  • Knowledge or experience of Basic Adult Education programs and international student visa statuses.
  • Knowledge or experience in federal grant funding policies and procedures.
  • One (1) or more years of working in Project/Program management.
  • One (1) or more years of working in Higher Education.
  • One (1) or more years of experience with HP, PeopleSoft, or student management software.
  • One (1) year of experience in operational budgets and contracts.
  • Experience with website editing software.
  • Experience using LEAN principles in process improvement, business operations, or Project/Program Management.
