Position Summary  

The overall focus of this position is to support the Bellevue College Running Start Program, a dual credit, concurrent enrollment program for high school students. The position is expected to become well versed with the State of Washington state administrative rules outlined in RCW 28A.600.310. 

Working under the general direction of higher-level program staff, this position collaborates closely with the other Program Specialist in the department to carry out program operations, including communicating with program participants, parents, staff, faculty, and the public regarding program content, policies, and procedures; assisting with coordinating meetings and events; maintaining accurate records and files; and performing other duties as assigned.  

Pay, Benefits & Work Schedule  

Position Salary Range: $45,900/year - $61,296/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

About the Department  

The Center for High School Programs is a self-funded program that supports the mission of Bellevue College by providing high quality, needs-based and accessible services, which support student access to and completion of educational opportunities that advance pluralism, inclusion, and global awareness. The department is comprised of trained and experienced professionals who work directly with Bellevue College students to meet educational and career goals. 

Running Start (RS) is a statewide partnership between colleges and local high schools. High school juniors and seniors take classes at the college tuition-free and earn both high school and college credit at the same time. Go here to learn more: RS Homepage.

Essential Functions  

New Student Admissions and Continuing Student Program Support

  • Maintain K-12 Underage program participation intents and admission data. Assist with Running Start Fee Waiver applications and review of fee waiver consent on quarterly Running Start Enrollment Verification forms for new and continuing program students.
  • Generate a daily list of new admissions applicants to be processed and assist other support staff in timely and accurate performance of the task.  
  • Generate admissions payment reports for Finance and correspond with students, parents, high school staff and school district staff as necessary.  
  • Process complex admissions applications and correspond with students as necessary.
  • Request exceptions to admissions policies and procedures from higher level staff.
  • Check the accuracy of admissions data entry and online late registrations and make corrections as necessary.
  • Complete all Running Start admissions and registration processes
  • Review quarterly Running Start enrollment verification forms for completeness and accuracy.
  • Process daily incoming RS enrollment verification forms for continuing and new Running Start Students. At quarterly high form volume submission periods 75 forms processed daily, with accuracy.
  • Process and perform audits of selective admissions programs.
  • Determine eligibility for program fee waiver compensation based on Federal and State requirements.
  • Perform other related duties as assigned including temporary duties in other student service areas of the department's K-12 programs.

Running Start Program Customer Services

  • Problem solve by providing a variety of options to students, their parents/guardians, high school staff, school district staff and Washington State Agencies, based on the student needs regarding State of Washington high school graduation requirements, college classes, placement options, including placement appeals, and next steps needed to complete the K-12 entry process.  
  • Assist with updating the Center for High School Programs for enrollment and registrar processes and Procedures Manual.
  • Assist students via the Center for High School Programs, QLess and Bookings Systems, center email and center telephone lines.  
  • Refer student problems that require further exception to higher level program staff. 

Administrative Program Support

  • Assist higher level staff with tracking legislative issues and changes to RCW and WAC rules specific to the programs,
  • Prepare and maintain program reports (writes, edits and distributes), records and reconcile enrollment and financial data by accurately performing calculations of the annual appropriation K-12 funding for vocational and non-vocation college credits using high school FTE calculation and the colleges credits taken for each student monthly and update/revise Salesforce Target X and ctcLink computerized databases.
  • May assist to create prepare and disseminate monthly Running Start Student Enrollment reports (3700+ Running Start students who are enrolled in over 5000 BC classes).  
  • Create and disseminate weekly class schedule reports to high schools and school districts.
  • Create, prepare and disseminate quarterly Running Start Graduation Reports.
  • Create and disseminate quarterly student grade report. Reporting currently on 3700+ Running Start Students to the State of Washington Office of the Superintendent of Public Instruction, 34 school districts, 87 high schools.
  • May create and prepare quarterly payment vouchers for A-19 accounts receivable of more than $26,000,000.00 annually for the Running Start Program  here at the college.
  • Work tandem with high schools, school district partners and college staff to maintain proper  program standards. 
  • Perform other duties assigned.
Minimum Qualifications  
  • Bachelor's degree in a related field. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.
  • One (1) year of experience working in accordance with high school or college admissions requirements, laws and processes on a public education K-12 level and college level.
  • Experience working in a collaborative team environment with all employees, students, parents, community partners, and community groups.
  • Effective interpersonal skills in the areas of collaboration, team participation, creative problem-solving, conflict resolution, and group planning.
  • Proficiency in the use of Microsoft Word, Excel, and Outlook 365.
  • Demonstrated ability to use computers for data entry, web applications, searching the internet, and troubleshooting basic computer issues.

Preferred Qualifications  
  • Bachelor's degree.
  • Two (2) years of experience of college admissions and registration.
  • Demonstrated effective conflict management skills in a variety of situations with students, parents, or staff.
  • Knowledgeable of and demonstrated ability to work in accordance with Bellevue College regulations and policies, The State of Washington Office of the Superintends of Public Instructions, SBCTC, Student Achievement Council and Public-School Districts.
  • Demonstrated experience in project management.
