Position Summary
The Library Circulation Manager oversees the daily operation of the Library Circulation Department. This position supports the college's mission by providing quality circulation services and reliable access to library resources in a variety of formats to meet the academic and accessibility needs of all BC learners. It collaborates with other Library departments and the greater community in learning opportunities which support and advance student success.
Pay, Benefits & Work SchedulePosition Salary Range: $76,113/year - $110,364/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $84,676 per year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position may be eligible for the overtime provisions of the Fair Labor Standards Act; salaries below the WA State Salary Threshold is eligible for overtime pay.

Essential FunctionsOversee the daily operations in Circulation Department. Oversee the management of periodicals, course reserves, interlibrary loans and building maintenance
- Lead the Circulation Department in daily operations. Ensure continuous staffing and quality customer service. Work with staff on work processes. Make sure projects are completed and deadlines met
- Lead the department in setting goals, objectives and priorities consistent with the library's strategic plan and implement measures to assess progress
- Interpret and ensure adherence to the Library and Bellevue College rules and policies. With advice from Associate Dean, evaluate and make authorized decisions regarding situations requiring deviation or exception from normal procedures
- Organizes, conducts, and facilitates unit staff meetings
- Manage the collection and analysis of information and data from a variety of sources, such as gate counts & Alma statistics, for planning and assessment. Create reports and present information using the library's automation system and other software as needed
- Maintain orderly appearance of the library premise including furniture and stacks. Plan, monitor and oversee stacks maintenance and space allotment to ensure accessibility to and accommodate growth of library collections through timely shelving, shelf-reading, shifting, relocating, and inventory of library materials
- Communicate and coordinate with Public Safety, Custodial, Maintenance, ITS and other BC programs and departments on issues related to library building, facilities, and equipment
- Ensure that all circulation department employees are appropriately trained on safety and emergency procedures
Supervise, train, schedule, evaluate, and manage the daily activities of Circulation staff and student employees
- With delegated authority, interview and recommend selection of applicants and volunteers, conduct training, assign and schedule work, act upon leave requests, conduct annual performance evaluations, and recommend disciplinary action
- Involve staff in development of on-going training program and training and supervision of student employees
- Develop budget estimates for use of the Library Associate Dean. Monitor the budget for student assistants and part-time employees. Monitor work study awards and other non-library funds
Responsible for the technical aspects of all computerized circulation functions - Manage Alma fulfillment module of the integrated library system. Define patron groups, establish parameters, create and update library hours and loan rules, update patron, item, and bibliographic records, troubleshoot and resolve technical problems
- Develop procedures and workflows to ensure accuracy in circulation functions including charge and discharge of library materials, holds and requests, course reserves, user management, patron records, and notification of overdue and fines
- Provide training to circulation staff on performing all circulation functions using Alma and Primo
- Develop and maintain circulation statistics. Oversee the preparation of statistics and reports
Leadership and collaboration in the Library
- Participate actively on the library management team (Exec Team) in developing and implementing new policies, programs, services, technologies, and renovations
- Collaborate with other Library departments in providing quality services to BC faculty, students, and staff
- Collaborate with other Library departments in cross-training and staffing
- Maintain contacts with Circulation Managers at other CTC campuses to learn and collaborate
- Help create a positive work environment that embraces and appreciates diversity including addressing issues in a professional and fair manner that recognizes diverse perspectives to build constructive working relationships characterized by acceptance, cooperation, and mutual regard
Library activities and college governance
- Participate in library initiatives, projects, meetings, committees, taskforces, and working groups
- Participate in college wide as well as library events, projects, and activities
- Bachelor degree. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis
- Minimum five (5) years' experience in the functional operations of an academic library
- Demonstrated knowledge of a wide range of effective library functions, practices, and services
- Demonstrated knowledge of bibliographic information
- Demonstrated experience in using a unified library management systems such as Alma.
- Demonstrated experience in applying leadership, management, and interpersonal techniques that encourage teamwork.
- Demonstrated experience in managing budgets and time sheets
- Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment
- Ability to organize workload and evaluate workflow priorities including documentation of work processes
- Experience demonstrating a strong customer service orientation
- Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint)
- Demonstrated ability in effective written, verbal, and interpersonal communication skills
- One (1) year of lead/supervisor experience in circulation department
- Ability to analyze information and data from a variety of sources, create reports and statistics, and recommend solutions
- Effective project management, problem solving and time management skills
