Position Summary
The Program Specialist 2 is a vital member of the counseling team and coordinates the program services and resources for the Counseling Center. This position serves as the initial point of contact for students seeking counseling support. The Program Specialist 2 oversees the day-to-day operations of the counseling center such as conferring with faculty counselors to coordinate counseling availability, setting up student appointments, maintaining student data base, monitoring student attendance to appointments, reviewing and reconciling the department budget with guidance from the Dean of Student Support and supervising student workers.
Pay, Benefits & Work SchedulePosition Salary Range: $45,900/year - $61,296/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the DepartmentThe Bellevue College Counseling Center offers a wide array of services ranging from mental health counseling to employee consultations to workshops. Primarily, the Center provides individual mental health and group counseling to registered Bellevue College students. Mental health counseling services include: personal (psychotherapy), career, and educational counseling. The Counseling Center also provides drop-in crisis counseling for students who are in emotional distress or are at immediate risk of harm to themselves or others. The Counseling Center also provides counseling services to students struggling academically.
The Counseling Center faculty also develop and present workshops to various classes and groups on campus, such as stress management; provides consultations to employees regarding student mental health issues; teaches Human Development classes; and serves on various committees and taskforces within the Center and across campus.
Counseling Center Coordination
- Oversee the reception of students and parents, staff, and faculty at the front desk, including prioritizing the answering of phones, greeting drop-in traffic, responding to emails and mail utilizing MS Teams, phone calls and emails
- Provide direct front-line service to students, faculty, staff and community members
- Schedule and monitor student appointments
- Support counselors in the creation and maintenance of their calendars
- Screen, and respond to students¿ counseling-related inquiries that may not require a counselor¿s personal attention or appointment
- Create and maintain organized, confidential student information, and archive old records according to BC policy
- Input, update and manage student data information in the Counseling database.
- Disseminate accurate and up-to-date departmental and college information to the Counseling team
- Attend meetings and/or conferences as the program representative
- Prepare ADA accessible promotional materials for the Counseling Department (e.g., posters/flyers, stickers, business cards) using various technological tools (e.g., Canva)
- Coordinate registration of Counseling Center for campus-wide events (such as Involvement Fair, Discovery Day)
- Manage the Counseling Center website, including making updates and checking links.
- Assist the Program Chair with managing Human Development (HD) classes (e.g., run class permission codes)
Student CARE & Support
- Refer students to appropriate campus services and educational departments
- Assist in handling complex student situations by connecting students to appropriate counselor or campus and community resources
- Attend weekly CARE meetings
- Review incoming incident reports, reply to referral source to confirm receipt of incident report, and identify next steps (e.g., immediate response vs. assign for timely follow-up)
- Create and assign new cases to CARE Team members
- Assist with entering case management notes, file management, and administratively closing cases
- Conduct student phone calls, emails, and other outreach to connect students to BC Counseling Center and/or other campus resources
Supervision
- Supervise student employees/part-time staff
- Recruit and schedule student employees/part-time staff
Budget Review and purchase management
- Order supplies for the department
- Review expenditures to meet established budget procedures
- Reconcile monthly expenses and complete required reports
- Track department budget and faculty counseling professional development funds
- Assist counselors in purchasing and registering for professional development trainings
Other
- Perform other duties as assigned
- Associate's degree or equivalent education/experience
- Experience coordinating complex programs involving multiple stakeholders
- Experience assisting students/clients who may be under duress or experiencing a personal crisis
- Experience mediating and resolving challenging situations in a diverse multicultural environment while practicing independent judgement and professionalism
- Demonstrated ability to use computers for data entry, web applications, and internet searches
- Effective verbal and written communication and customer service skills
- Demonstrated ability to manage competing priorities, multitask and manage workload in fast-paced environment
- Bachelor's degree in psychology, social work, human services or related field
- Experience tracking budget expenditures and following budget procedures
- Experience interpreting and explaining agency policies, including conflict resolution and complaint process
- Experience working with college Learning Management Systems
- Experience working with computers tools for graphic design/promotional/marketing materials (e.g. canva)
- Experience with case management, identifying student needs and referring to appropriate resources
