Summary 

Primary management representative to the Union.  Manages employee-related programs, participates in resolution of employee relations problems, and gathers information on worker attitudes to facilitate employee satisfaction by performing the following duties.

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Responsible to facilitate effective management/union relations resulting in mutually positive outcomes for employees and employer. 
  • Analyzes collective bargaining agreement and develops interpretation of intent, spirit, and terms of contract to counsel management in development and application of labor relations policies and practices.
  • Represents management and meets with shop stewards and supervisors to investigate and resolve grievances.
  • Prepares statistical reports of types and frequency of actions taken concerning grievances, arbitration, mediation, and related labor relations activities, to identify problem areas.
  • Verifies adherence to terms of labor contract by monitoring day-to-day implementation of policies concerning wages, hours, and working conditions.
  • Represents management in labor contract negotiations or serves as resource to negotiators by providing information on provisions of current contract and significance of proposed changes.
  • Furnishes reference documents and statistical data concerning labor legislation, labor market conditions, prevailing union and management practices, wage and salary surveys, and employee benefits programs for labor contract negotiations.
  • Employee assistance, recreational activities, and other employee-related programs.
  • Explains company and governmental rules, regulations, and procedures, and need for compliance to employees.
  • Conducts investigation and resolution of employee grievances and coordinates processes of responding to complaints.
  • Research, interviews, coordinates, and represents CCCR in EDD Hearings.
  • Responsible for gathering information from employees on their responses to general factors that affect worker morale, motivation, and efficiency.
  • Meets with management to discuss possible actions to be taken.
  • Follows up and inspects to ensure required changes or actions are implemented.
  • Interviews workers to determine reactions to specific actions taken.  Prepares reports on workers' comments and actions taken.
  • Manages exit interviews and prepares turnover analysis reports.

Supervisory Responsibilities

Directly supervises one report.

Experience and/or Education

Two (2) years related experience in a union environment, or equivalent combination of education/training and experience.

 

Age Requirements

Must be at least 21 years of age.

 

Language Skills                                

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions in written, oral, diagram, mathematical or schedule form.

 

Computer Skills

To perform this job successfully an individual should have knowledge of Human Resources systems; Internet software; Spreadsheet software and Microsoft Suite.

Cache Creek Casino Resort Tribal Gaming License.
