BUSINESS CONTROLS LEAD- TECHNOLOGY RISK AND COMPLIANCE WHAT IS THE OPPORTUNITY?

This position will work directly with the City National Bank's ("CNB") and Business Control Officer ("BCO") and Senior Business Control Manager for Risk Management and will partner with the Risk Framework leadership team.

This 1LOD role, within Technology & Innovation, will support the Compliance Management System (CMS) process, with a focus on compliance issue management, regulatory change management, reporting and governance, compliance training, and ensuring procedures are updated in response to changes in laws, rules, and regulations. In addition to CMS responsibilities, this role is accountable for identifying, assessing, monitoring, and reporting key risks. It supports operations managers in overseeing business risks and controls, coordinating risk registers, and contributing to the overall Risk and Control Self-Assessment (RCSA). The role also collaborates with business partners and risk teams to prepare for audits, testing, and other risk-related activities. By providing risk management expertise and partnering with operations managers and second-line risk teams, this role helps strengthen risk awareness and proactive risk management within the business unit. Though you will be supporting compliance (2LOD) requirements, this is a role within 1LOD.

BAU responsibilities will encompass support in issue identification, solution design, and implementation, leveraging industry practices and coordination with colleagues across the organization for business units within T&I. This role is expected to contribute constructively and balance challenges, supporting alignment of business objectives with CNB's risk appetite and established limits.

What you will do
  • Works with unit Operations Managers to identify, design, document and implement appropriate controls within the organization.
  • Act as subject matter expert for the activities performed in the respective division and their associated risk exposures.
  • Provides advice, support, and strategies to Line of Business units on regulatory interactions as applicable
  • Build, cooordinate, and lead monthly risk working groups to show thematic trends, themes, testing and audit updates, and business needs regarding risk program maturity in conjunction with key objectives.
  • Adhere to a consistent approach in executing key program components for all operational risks, including Risk and Control Self Assessments (RCSA's), Key Risk Indicators (KRI's), Issue Management and Operational Losses.
  • Ensure business/strategic plans are consistent with the Risk Appetite Framework and organizations KRI's and KPI's.
  • Builds and sustains effective relationships across the enterprise.
  • Stays abreast on specific reporting standards, department reporting requirements and bank changes/enhancements.
  • Provide guidance and leadership on relevant risk and control matters such as monitoring operational developments and providing updates to appropriate managers, and research and prepare for resolution
  • Coordinate the completion of issues and action plans and providing status updates of open/closed issues to owners and leadership
  • Provide oversight, advice, and training related to the bank's Compliance Management System (CMS) for Corporate Functions, including Human Resources, Finance, Risk Management, Technology, Administration, and others as appropriate
  • Support the implementation of the Compliance Oversight and Advisory program, including the annual validation of the inventory of laws, rules, and regulations at the federal, state, and local levels
  • Participate in meetings, including preparing and presenting materials
  • Perform continuous monitoring of all Function's adherence to the Compliance Framework
  • Assist with drafting reports and corrective action/remediation plans by providing monitoring observations and findings including any gaps in compliance with Bank policies and standards
  • Maintain adequate workpapers to support the timely and effective response to requests from Internal Audit or external regulators
  • Contribute to the review and challenge of regulatory controls
  • Create and maintain procedures for the Compliance team and for key stakeholders across Functions to execute on their Compliance responsibilities
  • Prepare and present information and training sessions based on the core elements of the Compliance Framework
  • Comply fully with all Bank policies and procedures as well as all regulatory requirements.
  • Participate in special projects or assignments, as needed

Must-Have*

  • Bachelor's Degree or equivalent
  • Minimum 6-8 years of experience working in financial Industry, preferably in a regulatory-facing role
  • Minimum 6-8 years of experience in banking operations, compliance and/or risk management activities

Skills and Knowledge

  • Minimum 3 years of operational risk management control design, testing, and/or auditing in a financial institution.
  • Minimum 3 years of Advanced level experience in Microsoft Office, including Word, Excel, Access and PowerPoint
  • Strong interpersonal, influencing, and communications skills with an ability to interact effectively with stakeholders and regulators, as well as effectively building relationships within the Bank.
  • Exceptional writing skills, with ability to synthesize complex concepts and translate into effective presentations to external regulators and Senior Executives.
  • Working knowledge in a broad range of risk management disciplines including credit, financial, supply chain, market, and operational risks.
  • Autonomous, detail oriented and highly motivated with the ability to work independently as well as collaboratively.
  • Experienced in interaction with senior management, project and time management, and issue management with excellent organizational, follow-up and time management skills.
  • Demonstrated ability to think critically and facilitate change through collaborative effort. Strong interpersonal, verbal, and written communication skills.
  • Self-motivation, discipline, task focus, the ability to structure and present work and a proven record of delivering high quality results within strict deadlines.
  • Must have the ability to work on multiple projects simultaneously and prioritize several concurrent initiatives, both individually and for leadership.
WHAT'S IN IT FOR YOU? Compensation Starting base salary: $77,000 - $143,000 per year. Exact compensation may vary based on skills, experience, and location.
