Description

Are you looking for an opportunity to apply your technical construction knowledge and make a tangible impact on safety and community development? The City of Edmonton is looking for a dedicated and collaborative Building Safety Code Officer II to join our Safety Codes, Permits & Inspections team. In this role, you will play an essential part in ensuring that the buildings where our community lives, works, and plays are built safely and in compliance with provincial codes. As a Building Safety Code Officer II, you will serve as a fully working plans examiner and inspector specializing in residential, Part 3, and Part 9 structures, alongside HVAC All systems. You will handle the administration of provincial safety code authority duties, which includes auditing for compliance with the Safety Codes Act and the National Building Code - Alberta Edition. Your daily routine will bridge the gap between technical assessment and community interaction, as you provide expert guidance, issue permits, and perform site inspections. Working within established policies, you will exercise independent judgment and initiative to interpret regulations and make discretionary decisions. You will operate under the mentorship of a Safety Codes Team Lead (SCO IV) and senior Safety Codes Officers, ensuring a highly supported environment for your technical growth.

What will you do?

  • Conduct thorough plans examinations and review permit applications for newly constructed or renovated buildings to ensure compliance with building codes, bylaws, and municipal standards
  • Perform on-site inspections at recognized stages of construction to verify alignment with approved plans and applicable legislation
  • Issue, withhold, suspend, or revoke building permits using the City's data management systems (POSSE)
  • Coach and consult with applicants, contractors, designers, and developers to resolve deficiencies and explain code interpretations clearly
  • Collaborate with internal municipal units and external provincial authorities to deliver cohesive reports and coordinate multi-departmental approvals
  • Identify safety infractions on-site and assess required repairs for damaged structures to return them to safe, required standards
  • Participate actively in safety meetings and ensure that all on-site inspection tasks are performed in an environmentally safe and legislative-compliant manner
  • Perform other duties as required
Qualifications

To be considered for this role, you must meet one of the following educational and experience pathways:

  • Completion of the 12th school grade, combined with an Alberta-recognized Journeyman certification in carpentry, plumbing/gasfitting, electrical, sheet metal work, power steamer engineering, or bricklaying, plus five (5) years of relevant building construction industry experience post-certification.
  • OR:
  • A two-year technology diploma in a related field recognized in Canada, plus seven (7) years of relevant building construction industry experience post-diploma.
  • OR:
  • An engineering or architecture degree recognized in Canada, plus five (5) years of relevant building construction industry experience (with at least one year completed after obtaining the degree).
  • Registered as a Safety Codes Officer with the Safety Codes Council in the Province of Alberta, with completed training/certifications in "Residential", "Part 9", and "Part 3" (or Group A Level 3 equivalent).
  • At least 1 year of practical experience in building construction, project scheduling, and industry best practices.

Assets:

  • Experience navigating and utilizing POSSE or equivalent municipal data management and permit-tracking software.
  • Previous experience working in a municipal environment collaborating across multi-disciplinary teams (e.g., Fire Rescue Services, Development Approvals).

  • Strong ability to analyze complex technical designs, evaluate structural stability, and interpret evolving safety codes legislation.
  • Excellent verbal and written communication skills to break down complex technical concepts into simple, understandable terms for community partners and homeowners.
  • A customer-service mindset focused on working proactively with applicants to identify alternative, safe solutions when facing non-compliant items.
  • Proven ability to manage multiple priorities, meet tight deadline pressures, and stay highly organized in a fast-paced environment.

Conditions of Employment:

  • Compliance with City of Edmonton Occupational Health and Safety Standards, including wearing required Personal Protective Equipment (steel-toed boots, hard hat, safety glasses, and hearing protection).
  • Ability to satisfy the physical demands of the role, including lifting up to 20 lbs frequently, climbing ladders/stairs, and walking/balancing on construction sites.
  • A valid Class 5 Motor Vehicle License and a clean commercial/personal driving record
  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
  • Applicants may be tested.

Work Environment:

  • This position offers a dynamic mix of indoor office work (plans examination, data entry, customer phone/email inquiries) and outdoor field work (site inspections).
  • You will be exposed to varying outdoor environments, including extreme temperatures, dust, construction noise, and heights.
  • The role involves frequent face-to-face interaction with the public and builders, requiring a high level of professionalism and conflict-resolution skills during occasionally confrontational scenarios.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance.

Salary Range: $49.916 - $62.735 (Hourly); $87,939.51 - $110,523.39 (Annually)
