Description

Join an enthusiastic team in a fast paced environment to support citizens of Edmonton through direct public contact at the counter, on the telephone and in written correspondence. 

As a Business Licence Service Advisor for the Business Licensing and Vehicle for Hire Unit, you will use your customer service expertise to accurately process various customer applications, respond to requests and provide timely information to the public on regulations and processes related to licensing, building and development, Municipal Bylaws, complaints & investigations and account management.

What will you do?

  • Liaise with customers, the Business Licence Policy Team, development and building permit service areas, and other regulatory agencies to find collaborative solutions to complex permitting and licensing challenges
  • Process business licence applications, renewals, and changes for commercial, home-based, non-resident, massage therapy, and adult service licence types in accordance with the requirements of the Business Licence Bylaw and related policies and procedures
  • Determine and evaluate required documentation for customer requests and ensure all criteria are met prior to initiating processes and entering applications 
  • Determine inspections required to complete a Business Licence by clarifying the type of inspection required and relaying it to the customer  
  • Process CRM tickets as initiated by 311 to follow-up and respond to customer/public inquiries services related to Business Licences and Vehicle for Hire
  • Consult with internal or external compliance or regulatory agencies on applications involving specific high-risk business activities - including the Edmonton Police Service to request a recommendation related to public safety, and Municipal Enforcement Officers to provide a recommendation as to whether the applicant's proposed drinking establishment or body rub centre operational plan is likely to ensure patron safety and compliance with relevant regulations.
  • Demonstrate excellent customer service in following up or responding to inquiries, escalated calls and information requests
    Independently provide accurate, thorough and timely information regarding the Municipal Government Act, Protection of Privacy Act (POPA) and Access to Information Act (ATIA), City of Edmonton policies and procedures, municipal bylaws and best practices 
  • Sign off Security Clearances for both Vehicle for Hire jobs and Personal Licences 
  • Process all types of business licences, vehicle for hire licences, cheques and notices that have been returned in the mail 
  • Perform other related duties as required
Qualifications

  • Completion of the twelfth (12th) school grade including business subjects with an emphasis on general office practices, or completion of an appropriate certificate program from an approved business school/college
  • Three (3) years of progressively responsible and diversified office and customer service experience

Assets:

  • Knowledge of additional computer applications such as POSSE, SAP, and TACS 
  • Public sector experience specifically within permitting or licensing
  • Experience applying a broad range of policies and legislation

Skills required for Success:

  • Experience dealing with customers in stressful and/or difficult situations is required
  • Experience navigating databases and standard office computer applications.
  • Knowledge of policies and regulations, and ability to evaluate and interpret the needs of customers in order to advise them on the requirements for proceeding with their applications in accordance with various bylaws 
  • Knowledge of planning terminology, practices, procedures and standards, and work methods applied within a multi functional environment
  • Knowledge and understanding of legislation and bylaws governing the business activities including but not restricted to the Municipal
  • Government Act, Zoning Bylaw, Alberta Building Code, Building Safety Codes Act, Building Permit Bylaw, Business Licensing and Vehicle for Hire Bylaws
  • Ability to work in a municipal government setting as well as understanding the corporate structure and interdepartmental relationships
  • Strong data entry skills and proficiency with computer applications and database information systems including Google Applications
  • Ability to react flexibly to changing policies and maintain attention to various procedural changes communicated through media such as emails, SOPs, training bulletins and meeting minutes
  • Exceptionally strong communication (written and verbal), customer service, interpersonal and decision making skills and the ability to establish and maintain effective working relationships in a multidisciplinary team environment 
  • Excellent organization and time management skills required, including ability to be flexible while prioritizing and scheduling work in a fast-paced environment

Conditions of Employment:

  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • This role works primarily in an indoor setting.
  • This is a public-facing role and requires engagement and interaction with diverse people from various backgrounds with different needs, expectations and emotional states.
