The City of Edmonton is looking for a driven Cost Assessment Engineer to join our Urban Planning and Economy team. You will play a vital role in managing our key cost-sharing programs—Arterial Roadway Assessment, Boundary Assessment, and Off-Site Levies—driving the financial framework for our city's infrastructure. Collaborating with developers, consultants, and internal teams, you will oversee design reviews and cost management for critical municipal projects. What will you do?
- Collaborate with external consulting engineers to design alternative project-specific arterial cross-sections when standard designs are unsuitable due to constraints
- Review project-specific municipal infrastructure designs to ensure compliance with City of Edmonton Design and Construction Standards, including Complete Streets and City-approved plans
- Examine cost estimates and quantity schedules to ensure unit rates align with typical arterial cross-sections, applying best engineering judgment
- Confirm the eligibility of claimed components under the Arterial Roadway Assessment (ARA) or Boundary Assessment program and prevent double claiming
- Work with the Development Assessment Working Committee to design and update typical arterial cross-section components, such as turning bays and pipeline crossings
- Identify and mitigate the risks of approving Unit Rates that are too low and inconsistent with recent actual construction costs
- Calculate and establish the interest rate for properly escalating Arterial Roadway Assessment and Drainage Assessment over expenditures
- Review subdivision and development permit conditions to determine which programs (ARA, Boundary Assessment, and/or Offsite Levy) require assessment collection
- Confirm assessable areas using POSSE and other mapping software, and prepare the necessary Arterial Roadway Assessment, Boundary Assessment, and Offsite Levy memos
- Review requests regarding changes to the ARA Bylaw (e.g., non-typical construction inclusion, or removing/adding obligations) and provide technical recommendations to the Committee
- Degree in Civil or Environmental engineering
- Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
- Minimum 4 years of progressively responsible experience in arterial design and construction, including the preparation of TIAs, concept and preliminary plans, and project management
Skills required for success:
- Engineering and Design Expertise: Extensive knowledge of arterial roadway design, construction, maintenance, and acceptance processes, including the ability to analyze and interpret detailed engineering drawings, quantity schedules, and technical documents
- Financial and Cost Management: Extensive experience preparing and updating construction cost estimates, reconciling complex financial transactions, and understanding the City's cost-sharing systems
- Regulatory and Policy Knowledge: Comprehensive knowledge of relevant legislation, including the Municipal Government Act and Off-Site Levies Regulation, as well as City of Edmonton Design and Construction Standards and local land development processes
- Collaboration and Project Management: Proven ability to coordinate, collaborate, manage issues, and negotiate win/win solutions, while effectively managing multiple projects with competing priorities and deadlines

Conditions of employment & work environment:
- Up to: 1 permanent full-time position
- Hours of work: 36.9 hours per week, Monday - Friday
- Salary: $94,870.14 - $118,585.27 (Annually)
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
- This position is eligible for the EDO program (Earned Day Off)
