Description
The Safe Mobility Section at the City of Edmonton is seeking a strategic and experienced Program Manager to join its Safety Engineering Unit. This role is a key member of the Section Extended Leadership Team, operating with collective leadership accountability to drive the strategy, priorities, and direction of the section and unit. The Program Manager will oversee capital and operational engineering programs, applying evidence-based, safe-system solutions to advance the City's Vision Zero goal of eliminating traffic-related fatalities and serious injuries for all road users. This position involves supervising Project Managers and other project management team staff, ensuring effective project execution across multiple portfolios within the Safe Mobility Section, and aligning work with the City Plan, Safe Mobility Strategy, and City Council priorities. The successful candidate will operate with significant autonomy and responsibility, cultivating strong internal and external partnerships, and driving data-informed strategic decision-making to deliver projects on time, on budget, and with outcomes aligned with long-range city goals.
What will you do?
Actively participate in developing strategies for the Unit and the broader Safe Mobility Strategy, aligning with Corporate, Departmental, Branch, and Section strategies
Ensure the alignment of structure, processes, competencies, and culture with the Section and Unit's strategy
Lead the non-engineering planning, delivery, and continuous improvement of Safe Mobility engineering programs, adhering to the Safe Mobility Strategy, The City Plan, Complete Streets Guidelines, and other frameworks
Review and advise on project scopes, schedules, risks, and outcomes to ensure alignment with technical standards and City priorities
Develop multi-year engineering program forecasts to support capital budgeting, workforce planning, and operational readiness
Translate strategic documents into practical program delivery plans
Partner with other City branches and leadership to support resourcing, budgeting, and policy development for future infrastructure needs
Utilize risk-based and data-informed planning methods to support proactive decision-making at the leadership level
Cultivate and maintain strong working relationships with internal and external partners across departments, agencies, and community organizations
Coordinate cross-departmental collaboration to address operational and strategic delivery challenges
Supervise a diverse work group with full authority to exercise independent decision-making over people, finances, and operations
Lead, establish, and exemplify the desired culture throughout the work group, supporting the City Vision, Mission, and Commitments
