On any given day, this department manages hundreds of activities in its commitment to serving the people of Edmonton and making a difference, every day. 

As a Senior Evaluation Specialist within the Department Strategy Section of Community Services, you will play a vital role in supporting data-driven decision-making and continuous improvement across the department.  This involves collaborating with internal and external stakeholders to assess the effectiveness of various initiatives and provide recommendations for enhancement. A key focus of this work will be supporting the City's Community Safety and Well-Being (CSWB) Strategy, a city-wide plan committed to creating a safer and more inclusive Edmonton.  The CSWB Strategy is grounded in the principles of reconciliation, anti-racism, and equity, addressing both immediate safety concerns and the root causes of complex social challenges.  This role necessitates strong evaluation expertise, including equity-based approaches, and the ability to build relationships and understand complex initiatives quickly.  You will also contribute to aligning evaluation efforts across the Community Services Department, ensuring data-driven insights inform program and policy development.

What will you do?

  • Lead the implementation of the CSWB Evaluation Plan, evaluating the Strategy's impact, effectiveness, and implementation processes
  • Develop and implement evaluation methodologies that incorporate equity-based approaches for data collection and analysis
  • Review and determine the readiness for evaluation of aligned projects and initiatives Gather insights and lessons learned for continuous improvement
  • Establish outcome measures where possible and report results while researching potential new or refined measures
  • Translate complex evaluation and performance measurement data into annual reports, including user-friendly graphs/visuals and recommendations for senior leadership, including City Council
  • Lead Working Group through various phases of the Evaluation Plan and collaborate with the CSWB Program Manager to ensure appropriate resourcing and timelines for deliverables
  • Stay informed about best practices in community safety and well-being, and share that knowledge within the Department to improve programs and policies
  • Provide evaluation expertise and support to various branches and teams within the Community Services Department
  • Develop and implement new tools and resources for enhanced data management and program evaluations across the department
  • Study, explore, and promote new forms of evaluation and measurement that align with the department's needs and priorities
  • Represent the section in various initiatives, providing expert advice and recommendations to stakeholders across the city
  • Use project management best practices to manage multiple priorities and deliverables
  • Other duties as assigned
