The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in

Monroe County in its mission to protect, promote and improve the health of all people in Florida through integrated

all aspects of their work.

This is a highly responsible, fulltime professional position responsible for initiating and coordinating tobacco prevention and control activities at the county level in accordance with Article X, Section 27 FL Constitution and section 381.84 FL Statute. This position serves as a liaison between the county health department, headquarters, youth and adult organizations, tobacco-free partnerships, businesses and other local agencies. This position requires in-county and out of county travel, travel with youth and some weekend and evening hours. This is a tobacco-free position. As a lead position, this individual will be responsible for planning and directing the work of the Health Educator Consultant position to meet the needs of the work plan required activities.

Provides administrative, procurement and fiscal support for tobacco prevention and control for youth and adult programs. Serves as the point of contact for all tobacco prevention and control for the county health department. Promotes Department of Health programs and develops and submits tobacco prevention work plan activities focusing on promoting cessation, reducing exposure to secondhand smoke, preventing youth and college age initiation and promoting prevention. Performs community needs assessments. Coordinates program activities with other health department programs and staff as needed. Ensures in the maintenance of a local tobacco-free community partnership and SWAT Chapter for the youth leadership clubs by helping to organize meetings, conducting business, training in skills needed and activities of the partnership/clubs. Assists in recruiting partnership members. Assists with the coordination of partnership activities within the county. Acts as contract manager for tobacco prevention program. Collects and analyzes data to ensure program outcomes.

Collaborate with local agencies and community leaders to develop and implement interventions/programs throughout Monroe County regarding tobacco use. Provide outreach activities including participating in community events by partnering with FL Department of Health in Monroe's programs and initiatives and community partners. Assists in conducting health risk assessments of the target population using a DOH approved health risk assessment instrument. Required to transport and chaperone youth to in-county and out-of-county trainings.

Promotes cessation through Tobacco Free FL's Quit Your Way program and DOH wellness initiatives, and refers community members to tobacco cessation and health services offered at the local level. Promotes youth empowerment by increasing skills, knowledge of tobacco issues and prevention and advocacy training. Promotes a tobacco-free lifestyle in the community. Represents the CHD on local committees, boards, and coalitions for tobacco prevention. Attends scheduled trainings as required. Assures that tobacco prevention advocates receive training on effective tobacco prevention and control strategies and the program's mission, goals, and objectives.

Manages Scorecard entries for the division of Community Health and Planning. Participates in quality improvement and activities to ensure processes are functioning effectively and efficiently.

Performs other work related duties as assigned. Required to participates in emergency duty response in county and out of county activation as duty is assigned..

Required Knowledge, Skills, and Abilities:

Knowledge of tobacco prevention and use reduction in cessation, secondhand smoke, and youth prevention

Knowledge of tobacco prevention resources

Knowledge of coalition development

Knowledge of procurement procedures and methods

Knowledge of DOH financial systems for tracking encumbrances and payments

Knowledge of evaluation methods and practices

Ability to work independently, with minimal supervision

Ability to implement appropriate behavior change model to achieve goals

Ability to develop, plan, implement programs.

Ability to work with youth and adults

Ability to prioritize and organize work assignments

Ability to build and maintain partnerships

Skilled in written and oral communications, Public speaking, coalition building and program development skills, management expertise, and a strong knowledge of state procurement and budget management are recommended.

Marketing and public relations experience is recommended.

Knowledge of computers, Microsoft office (word, excel, outlook) and word processing skills.

Qualifications:

-Bachelor's degree from a college or university and three years of professional experience in public health, health sciences, program planning or an agency program area.

-A master's degree from a college or university can substitute for one year of the required experience.

-Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Maintain a Valid Florida Driver's License
