The Payroll Systems Sr Manager is a strategic and operational leadership role responsible for overseeing the Company's timekeeping systems that feed into Oracle HCM and ensuring payroll quality assurance. This position will lead initiatives related to changes and enhancements to Oracle HCM and the timekeeping systems, driving accuracy, compliance, and efficiency across all payroll processes. The role will partner closely with the IT Quality Assurance team to support system upgrades and updates, review existing test scripts and test results, and design new test scripts to validate system functionality. Acting as a key liaison between Payroll, Human Resources, Information Systems, Employment Law, and the timekeeping systems business owners, this position ensures seamless integration and compliance across all payroll-related systems and processes.

 

Job Details:

§ Maintain an in-depth understanding of the payroll system and workstreams as well as timekeeping systems. Oversee system integrations/updates in collaboration with IT to optimize functionality, and ensure all testing scripts remain current, comprehensive, and provide adequate coverage of payroll/time collection processes. Monitor payroll-related publications (e.g. ADP compliance publications, Oracle HCM updates) for changes impacting time collection and payroll processing.  Determine impact on the Company's operations and payroll accuracy.

§ Drive the collection, design, development, and testing of required changes impacting time collection and payroll processing, including defining expected results. Secure alignment with key stakeholders and business owners, including but not limited to Employment Law, Human Resources, IT, and Operations. 

§ Assist Payroll in enhancing system confidence and streamlining workflows to improve overall system capacity and employee satisfaction. Develop and deliver comprehensive training for stakeholders and department staff on system functionality, updates, and best practices to ensure accurate, efficient, and compliant operations.

§ Troubleshoot payroll and time collection issues reported by Payroll, impacted employees, and other stakeholders, ensuring timely review and implementing corrective actions as needed.

§ Serve as a strategic advisor on payroll matters, partnering with cross-functional teams and effectively communicating updates and initiatives to employees and leadership.

  • Extensive knowledge of payroll and time collection processes, including compliance with federal, state, and local regulations.
  • Expertise in payroll systems and integrations, with strong proficiency in platforms such as Oracle and related systems (timekeeping, general ledger), leveraging these tools to drive operational efficiency and reporting accuracy.
  • Strategic and analytical mindset with the ability to align regulatory requirements with system capabilities, recommend improvements, and analyze payroll/timekeeping data to support informed decision-making.
  • Exceptional communication and interpersonal skills, capable of clearly conveying complex payroll and timekeeping concepts to stakeholders at all levels and collaborating effectively across HR, Finance, Employment Legal, IT, and external vendors.
  • Strong problem-solving skills and adaptability, with the ability to resolve complex payroll and timekeeping issues in a fast-paced, evolving retail environment.

High level of integrity and confidentiality, ensuring discretion when handling sensitive payroll and employee information.

Qualifications:

Education:

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field required.

Experience:

  • Minimum of 6-8 years of progressive payroll or timekeeping experience.
  • Experience managing payroll or timekeeping for a large, multi-state organization; retail industry experience preferred.
  • Strong background in payroll or timekeeping compliance, audits, and regulatory requirements.
  • Expertise with Oracle HCM or timekeeping systems (e.g., Legion, UKG, Oracle) and system integrations with HRIS and accounting platforms.

Certifications:

  • Certified Payroll Professional (CPP) highly preferred.

Additional certifications (e.g., CPA, SHRM-CP/SCP, or SPHR) are a plus
