Kelly Engineering is currently seeking an experienced Construction Mechanical OR to join a leading team in Seadrift, Texas! The Mechanical OR will lead field project execution, safety, and quality assurance for capital and expense projects and oversee contractors for all TES Construction projects for piping, civil, structural, PCE and non-critical CRE installations.
PRIMARY RESPONSIBILITIES
- Coordinates, administers, and follows construction projects issued by engineering. Monitors construction contractor performance to ensure excellence in safety, quality, schedule, and cost results.
- Significant safety visibility and activity, providing support to the Construction Manager. Drives safety practices, processes, and rules as required meeting “0” injuries on all activities. The OR shall be actively involved with BBP interventions and observations.
- Ensures that the contractor complies with their project safety plan.
- Works with production & maintenance groups to schedule new construction activities in conjunction with routine production & maintenance operations.
- Organizes set up and dismantle of temporary facilities for projects.
- Coordinates project requirements with Construction Managers, Design Engineering personnel, Contractor Management, Superintendents, Foremen, Project Engineers, and Project Managers.
- Ensure that the required contract quality control procedures are properly implemented and that the constructed facilities comply with the related requirements, codes, and specifications.
- Work with CM to help resolve Civil/Mechanical Request for Information (RFI) issues and strict adherence to FCO protocol is followed. Reports on status of project in the assigned work to Construction Manager.
- Verify the contractors' implementation of their project QC plan, identify deficiencies and work with contractor's QCI to correct, if necessary.
- Interfaces with the engineering & design groups on project details, field changes, and interferences.
- Ensure that the installation is according to Dow specifications and contract drawings.
- Maintains a working knowledge of Life Critical Standards applicable to construction activity.
- Understand clearing procedures for process equipment
- Master tag system
- Individual tags
- Air gap: when required
- Awareness of multiple mechanical, chemical, thermal, energy sources
- Understand turnover of systems back to operations (RTO)
- Checklists for equipment turnover
- Turnover packages
- Ensure redline updates are performed
- Pre-commissioning and start up
- Submit non-conformance reports to the quality focal point to enter into the quality database and work with civil/mechanical SME to resolve
PIPE TESTING PLANS
The TES Construction Mechanical OR will work with the project team to coordinate development of pipe testing plans. Items that need to be identified in the FEL stage of the project include:
- The line schedule/test schedule will be the governing document for the test pressures. In the absence on a line schedule the pipe spec with be the governing document for test pressures.
- Identify test boundaries.
- Identify lines that hydrostatic testing would be detriment or impractical. If a line cannot be hydrostatically tested a determination will need to be made to pneumatic test of use the alternate test method.
- Identify and instrumentation that cannot be pressure tested, consult I&E specialist.
PCE INSTALLATIONS
The TES Construction Mechanical OR will verify that all PCE installations are per EMETL Specifications and Manufacturer's requirements. Items to be verified include:
- Orientation
- Setting, Shimming, and Anchoring
- Grouting
- Grounding
- Internal Cleaning
- Bolts ad gasket
- Vessel Trim
- API tanks will require daily inspections to ensure all requirements are being followed (floor joints, shell alignment, welding, weld quality)
PIPING INSTALLATIONS
- The TES Construction Mechanical OR shall verify that all piping installations are per EMETL Specifications (that are in the project documentation). Assure compliance with piping QAS and site specific QC plan. Detailed information for piping installations and work processes can be paralleled to the Piping Quality Assurance Specifications. Items to be monitored include:
- Pipe ends covered and flanges and threaded ends protected.
- Pipe staged on cribbing.
- Spot check internal cleanliness.
- Inline components (valves, instruments, etc.) stored properly.
- Pumps and motors stored properly.
- PPM is being performed and documented on pumps and motors.
- Verify EMETL specifications area on site.
- Determine any hold points for inspection (Critical equipment, code installations, cold spring, etc.)
- Material is being handled in accordance with site specific QC plan and EMETL requirements for handling and storage.
- Piping installed plumb, level and square.
- Instrumentation installed correctly per orientation.
- Pipe shoes, supports, guides, bumpers, hangers, grout, etc. Installed according to detail and EMETL specs.
- Monitor cleanliness of installed piping.
- Assure all materials are in compliance with applicable pipe spec. Assure random inspection of materials is performed for compliance.
- Assure compliance of calibrations, test gauges, PSV, chart reorders, etc.
QUALIFICATIONS
- Experience across multiple functions. Minimum 5 years of experience in Capital Construction or Construction Inspection and/or Turnaround Coordination
- Experience in construction leadership/supervision is preferred
- Strong interpersonal skills
- Strong motivational skills
- Situational leadership skills
- Good troubleshooting ability, especially as it relates to analyzing all possible failure modes and taking measures to mitigate their occurrence.
- Extensive understanding of Industry Codes (ASME, ANSI, API, etc.)

- Production Leader, Project Manager, Man. Rep, and Maintenance personnel
- Construction Leader, ES Safety Manager, Construction Manager, and other construction management personnel
- Contractor superintendent, supervisors, and foremen
- Review contractor project specific safety and quality plans and ensure that it is implemented.
- Works towards providing customer satisfaction with project results.
- Good understanding of Most Effective Technology (MET), Dow EMETL Standards
- Develop a firm working knowledge of company construction quality assurance specifications G11S-4001 and ensure that the contractor delivers performance that meets or exceeds.
