Title and Summary

Technical Program Manager II Overview

The Business & Market Insights Platform Engineering program is looking for a Technical Program Manager II to drive our platform infrastructure forward by consistently innovating and problem-solving. The ideal candidate is passionate about managing multiple projects, software development, information security, vendor management and is highly motivated, intellectually curious, analytical. The Platform Engineering program supports internal system tooling, 3rd party development tools and security reviews for internal engineering teams that build analytical software for Mastercard's customers.

Role
In this role you will be responsible for the following:
• Working across globally dispersed teams to organize and accelerate delivery, ensuring all teams are delivering in a coordinated manner
• Supporting the Platform Foundational Infrastructure program in preparing and implementing tech policies, procedures and processes to ensure compliance with regulatory requirements, vendor contracts, as well as internal security standards
• Managing numerous internal projects to align and improve developer tools, security standards, and enterprise software licenses
• Aligning the program's processes and tools with Mastercard standards and processes while optimizing current work streams
• Representing the Platform Foundational Infrastructure program across numerous internal programs
• Tracking and mitigating technology risks, managing logistics for policy exceptions and issues for the technology portfolio across core Mastercard and M&A Integrations
• Actively managing dependencies and driving consensus across stakeholders to meet program goals. May influence vendors and external partners
• Tracking and managing project definitions, timing, scope and delivery; providing ongoing updates to interested stakeholders

All About You
• Experience in the planning, execution, and delivery of a project from inception to completion
• Experience leading technical software or infrastructure initiatives and discussions
• Strong technical acumen, ability to understand interactions and dependencies among system components
• Broad understanding of software engineering and cybersecurity concepts
• Demonstrated experience building relationships, partnering with, and influencing dependent teams
• Understand your team's technologies and are able to evaluate system designs and architecture as you participate in solution discussions
• Clear, concise, and accurate written and verbal communications. Provide ongoing communications and updates
• Ask the right questions from peers, managers, or stakeholders to provide direction on delivery. Know when to rely on developers or SMEs for deeper conversations inside and outside the team
• Optimize previously defined team processes. Utilize tools (i.e. retrospectives, staff meetings, status meetings) to describe and drive continuous project and program improvements
• Experience with collaboration tools like Confluence, Jira; FigJam, Aha, and agile delivery methodologies (scrum, Kanban, etc.) a plus

Location Requirement: This is a hybrid position based in Mastercard's Arlington, Virginia Tech Hub (3 days on-site per week).

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary based on location, experience and other qualifications for the role and may be eligible for an annual bonus or commissions depending on the role. Pay Ranges

Arlington, Virginia: $86,000 - $144,000 USD
