General Summary of Position
Directs and coordinates all aspects of MedStar Health Inc.'s centralized complex payroll functions to ensure timely and accurate payroll processing for associates across multiple companies. Responsible for hiring training and administration of Payroll Staff. Directs the activities of payroll staff developing and monitoring all tasks necessary to accomplish the organization's payroll processing objectives including relationships with internal and external auditors and state and federal agencies. Oversees the calculation of wages differentials, holidays overtime and deductions to ensure compliance with Federal and state laws. Ensures that payments and government reports are disbursed timely and accurately. Establishes policies and procedures for the payroll and payroll tax functions.
Primary Duties and Responsibilities
- Coordinates with General Accounting Human Resources Benefits and Information Systems departments to review analyze and verify programming to change salary schedules other system changes and matters relating to payroll services. Assists with problem resolution and reporting as needed.
- Develops and recommends department operating budget and ensures that department operates within budget.
- Develops department goals objectives policies and procedures. Facilitates process compliance standardization continuous improvement and best practices. Ensures compliance with hospital/facility policies and procedures and governmental and accreditation regulations. Maintains knowledge of legal requirements and government reporting regulations affecting payroll payroll taxes and garnishments.
- Directs the day-to-day activities of the Payroll staff including data processing quality controls record maintenance and problem resolution to ensure accurate and timely payroll tax computation and check preparation. Responsible for completeness and accuracy of payroll.
- Directs the establishment of internal service level agreements key metrics and ongoing reporting of performance.
- Establishes and directs payroll internal controls with the emphasis on maintaining data integrity security. Responsible for implementing and maintaining controls and deadlines to ensure proper and timely payment for all associates including the accurate payment and reporting of all associate benefits in compliance with the provision of tax laws federal/state regulations and MedStar policy. Reviews processes to ensure accuracy integrity and compliance of payroll data and processes.
- Manages develops implements and maintains systems and procedures for data collection improvement systems coordination system interfaces document control and payments to associates in accordance with company policies and regulatory rules governing payroll. When necessary oversees and coordinates the planning implementation and administration of programs to develop adjust and/or enhance payroll systems and procedures as required due to changes in tax laws regulations and pay policies/compensation initiatives.
- Participates in development implementation and maintenance of policies objectives short- and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
- Participates in multidisciplinary quality and service improvement teams. Participates in meetings and on committees and represents the Payroll department with expert consulting regarding payroll initiatives and tools to facilitate overall organization performance.
- Participates in special projects to research and implement new payroll or processing systems. Provides input to the implementation of new Human Resources or data processing systems to ensure uninterrupted payment to associates.
- Performs other duties as assigned.
- Plans coordinates and oversees the production and distribution of all associate tax statements and notifications as required by law.
- Proactively and strategically manages recruiting development and retention of employees. Oversees the supervision of personnel which includes selection training orientation and assignment of appropriate personnel to perform the functions and services of the department. Develops standards of performance evaluates performance and conducts performance management planning. Initiates or recommends personnel actions. Works with staff to track and improve areas of poor performance.
- Provides leadership and direction in the utilization accuracy and effectiveness of payroll operations. Supports and executes the strategic vision for payroll within the professional support services environment.
- Reviews and approves special check requests for advances adjustments garnishments etc. verifying signatures and ensuring such payments are in accordance with Human Resources' policies.
- Reviews payroll issues with Payroll staff timekeepers and/or managers when inconsistent with policy and/or procedures to determine appropriate resolution.
Minimal Qualifications
Education
- Bachelor's degree in Accounting Finance Business Administration or related field required
Experience
- 10+ years Payroll experience required
- Experience leading a group of 20 or more associates in a multistate environment preferred
- 4 years management experience required
Licenses and Certifications
- CPP preferred
Knowledge Skills and Abilities
- Thorough knowledge of payroll administration including Federal and multiple state laws.
- Ability to organize and assign work among staff according to their individual capabilities and to establish priorities on the workload.
- Ability to effectively present information and respond to questions from groups of executives, managers, employees peers and outside agencies.
- Working knowledge of various computer software applications.
- Knowledge of PeopleSoft and API software preferred.
- Excellent verbal and written communication skills.
This position has a hiring range of
USD $114,004.00 - USD $219,960.00 /Yr.
