General Summary of Position
The Assistant Vice President of Facilities Management in collaboration with strategic business partner relationships and MedStar leadership, provides administrative oversight to long range planning related to facility infrastructure requirements, capital forecasting, master facility planning, major projects, and the related regulatory compliance requirements. Also provides facilities infrastructure due diligence services related to potential MedStar acquisitions and new MedStar facilities. Ensures the MedStar physical plant is functioning in a manner that delivers an exceptional environment of care and patient experience, provides efficient operations and contributes to MedStar's competitive advantage in the markets served.


Primary Duties and Responsibilities

  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards.
  • Consistently serves as an ambassador and role model of MedStar Health's SPIRIT values to all associates, vendors, patients, ancillary contacts and others. Upholds the highest level of customer and employee service and satisfaction. Maintains a professional demeanor at all times and is a strong representative for the MedStar Health organization.
  • Responsible for maintaining an updated and contemporary asset database of all MedStar facilities physical plant infrastructure, including critical characteristics and a comprehensive repair history. Develops and promotes preferred system standards for all major infrastructure items.
  • Responsible for ongoing monitoring and evaluation of the MedStar facilities and physical plant infrastructure at all MedStar hospital entities and other major sites as designated, including critical building systems reliability and performance, critical repair and replacement needs, and the prioritization of infrastructure capital funding.
  • Works with corporate and entity executives in conjunction with strategic business partners to conduct long range planning for facility infrastructure needs, including end of life equipment assessments, advancements in automation and performance improvement, value based engineering enhancements and emerging trends in healthcare facilities management to ensure these are effectively integrated into MedStar strategic and capital planning.
  • Participates in master facility planning for all MedStar entities, ensuring strategic infrastructure initiatives are addressed and consistent with MedStar standards.
  • Reviews all major projects to ensure infrastructure requirements are in compliance with MedStar as well as industry standards and to ensure alignment of contracting and purchasing activity with other infrastructure needs.
  • Works directly with the Capital Finance team to submit infrastructure related capital requests, review, prioritization and rank ordering of all submissions for approval and funding consideration. Conducts vendor due diligence and participate in sourcing and competitive bid activities for related equipment and services.
  • Key member of the MedStar team responsible for conducting the due diligence review of the general facilities condition assessment and infrastructure analysis for prospective MedStar acquisitions and new MedStar facilities. Conducts extensive tours and inspections of the physical plant, grounds and roofing areas, parking structures, clinical and common areas. Coordinates with outside contractors for asbestos, lead, soil, environmental and other required inspections.
  • Evaluates and champions facilities related sustainability and alternative energy initiatives. Keeps abreast of innovations and new technology developments and determines feasibility for MedStar. Completes business cases and ROI analyses for targeted initiatives.
  • Provides leadership to the Director of the Environmental Safety and Compliance program at MedStar Health, including compliance with the Joint Commission environment of care standards, OSHA guidelines and environmental regulations.
  • Networks with industry peers and remains abreast of industry trends to improve the environment of care, sustainability, building automation systems, advances in energy management and other improvements in healthcare facilities and compliance.


  • Minimum Qualifications
    Education

    • Bachelor's degree in engineering, health administration, business, or related area required
    • Master's degree preferred

    Experience

    • Minimum of 10+ years in positions of progressive responsibility leading facilities operations, project management, facilities and capital planning in a complex, large-scale multi-hospital and ambulatory facility environment. Health care leadership experience in this discipline highly desirable. required
    • Experience with third party vendors ensuring successful delivery to statements of work. Advanced knowledge of vendor management and contract administration processes. required
    • Experience energizing organizational leadership and commitment to changes in approaches, processes, and strategies. required
    • Experience and previous accountability for budgeting, fiscal performance, and resource allocation. required

    Knowledge, Skills, and Abilities

    • Ability to function in a highly autonomous manner and perform effectively in an environment of ambiguity and conflicting priorities (i.e. provide the highest quality and best patient experience while maintaining a low cost leadership position in the marketplace).
    • Ability to manage complex business partner relationships and maintain a high level of performance accountability through the effective use of data, operational dashboards, and trending of key performance indicators.
    • Superior analytical and organizational skills with the ability to simultaneously manage multiple, mission-critical projects.
    • Able to effectively communicate to hospital leadership, clinicians, operational leaders, subordinates and staff.
    • Ability to lead effectively both through influence and direct authority.
