General Summary of Position
Provides overall direction and leadership for all business, administrative and operational functions of assigned MedStar Health Research Institute (MHRI) scientific center/network. Builds upon the collective leadership and leverages the unique strengths of MedStar and Georgetown. Manages all non-clinical associates and looks to continually improve operations and processes. Is responsible for business projections to evaluate performance of the scientific center/network that is balanced with serving investigators with high quality service. Possesses experience in the field with high level leadership skills, thorough understanding of clinical research and sound business acumen.


Primary Duties and Responsibilities

  • Directs and advises annual budgets for executive management approval; participates in monthly financial review meetings and provides oversight processes including forecasting demand for services as part of the strategic assessment; direct the development and maintenance of applicable business projections/models to evaluate the performance of the scientific center center/network including future solvency, customer service trends and personnel scaling.
  • Establishes necessary business projection/models to evaluate the performance of scientific center/network. Develops business model options to ensure future solvency that balances serving the maximum number of investigators with high quality service.
  • Oversees post-award accounting practices to ensure that expenditures comply with applicable federal and MHRI policies and procedures. Monitors and oversees award spending. Builds projections and ensures monthly reconciliation of expenses for the program.
  • Works with Medical Director(s) and executive leadership to develop creative services and business models that foster and enhance industry collaborations. Develops strategies for attracting philanthropy and other sources to diversify the portfolio of funding.
  • Assesses complex financial processes and practices and implements improvements where needed. Assesses the costs across sites and tack financial and utilization performance to projections. Conducts risk assessment for financial controls, personnel policies, research compliance and patient privacy. Forms and implements risk mitigation plan(s) where needed.
  • Establishes and maintains an environment for research that requires all members of the research team to be both knowledgeable and complaint with all policies and regulations governing the conduct of clinical research billing. Establishes checks and balances to ensure that revenue generated from services provided are appropriate, optimized and compliant.
  • Ensures accuracy of clinical research participant data in the clinical trial management system (CTMS).
  • Directs the development and maintenance of quality control procedures for accurate clinical research supply accountability and maintenance including investigational product and ancillary unit supplies/devices.
  • Identifies, clarifies and resolves highly complex issues, which may span multiple areas and meets the needs of MHRI, Georgetown and other stakeholders. Manages adoption of emerging technologies and integrates administrative and business functions effectively.
  • Develops evaluative reports needed for planning and decision-making purposes on all aspects of operations and success. Evaluates business collaborations to optimize shared resources including sharing personnel, service contracts for equipment repair, and the purchase of supplies. Oversees all aspects of space planning and strategically identifies potential areas of future clinical research services development.
  • Manages pre-award submission processes including facilitating an efficient proposal production process, conducting effective project planning and coordinating proposal teams. Coordinates with Office of Contracts and Grants Management (OCGM) and program and contracting officers at the various local, state and federal funding agencies on grant administration issues.
  • Interacts with Research Development in reviewing and strategizing potential funding opportunities. Develops programs that foster awareness of the efforts of the scientific center/network in the community. Oversees the development of materials intended to educate the general population related to the scientific center and awareness and services available. Jointly with Philanthropy, promotes a general awareness of the efforts of the scientific center in order to foster increased philanthropy for potential donors.

    Minimum Qualifications
    Education

    • Master's degree in business, health administration or related field required

    Experience

    • 5-7 years Effective leadership experience in clinical research in a large and complex organization, required or appropriate combination of relevant education, experience and certifications may be considered.

    Licenses and Certifications

    • No special certification, registration or licensure required

    Knowledge, Skills, and Abilities

    • Effective verbal, written and interpersonal communication skills.
    • Computer literacy with MS word, MS excel, MS PowerPoint.
    • Strong leadership skills.


    This position has a hiring range of $131,497 - $256,630
