PROGRAM OVERVIEW:
This position supports a large-scale, multi-year federal cloud services program delivering enterprise-wide IT infrastructure and managed services. The program encompasses multiple service level agreements supporting mission-critical federal systems with emphasis on cloud modernization, infrastructure optimization, and operational excellence.
PRIMARY RESPONSIBILITIES:
• Responsible for the timely execution of contract deliveries, revenue and profit achievement for the program. Manage large-scale federal IT services contract budget with full P&L accountability, ensuring margin and profitability targets are achieved across multiple Service Level Agreements.
• Responsible for managing the client relationship with federal agency IT leadership, component stakeholders, and Contracting Officer's Representatives (CORs), achieving high levels of client satisfaction across the enterprise.
• Responsible for overall outcome-based results in the delivery of all services across cloud environments, data center operations, endpoint services, identity and access management, network operations, and cybersecurity services supporting critical federal systems.
• Responsible for growing the account through identification and capture of follow-on opportunities, contract modifications, and expansion into adjacent IT services areas.
• Works closely with internal technology leaders, cloud architects, and account technical staff to introduce new solutions, drive innovation in cloud environments, and be responsive to customer requests for advanced capabilities and optimization.
• Responsible for managing a large team of professionals (direct employees and subcontractor personnel) located across multiple federal facilities and remote locations, delivering overall service delivery excellence, client reporting, cloud migration projects, invoicing/financial reporting, and contract management.
• Responsible for planning, forecasting and managing cost/revenue to achieve contract performance targets and financial objectives.
• Oversee Quality Assurance Surveillance Plan (QASP) compliance and reporting across all contract deliverables.
• Drive continuous improvement initiatives achieving measurable results while maintaining or improving service quality.
• Ensure compliance with federal security and compliance frameworks including FedRAMP, FISMA, NIST 800-53, and agency-specific cybersecurity requirements.
• Manage integration with existing federal enterprise tools and platforms.
• Lead cloud migration initiatives, ensuring architectural alignment with agency frameworks and minimizing mission impact.
• Support the planning and execution of SAIC's strategic objectives within the federal account portfolio.
• Support operational leadership through subordinate management where scope and complexity require integration of multiple disciplines including cloud architecture, cybersecurity, network operations, and service management.
• Promote ethical behavior and provide guidance to staff on technical and administrative matters, ensuring compliance with federal regulations and SAIC corporate policies.
Qualifications
REQUIRED QUALIFICATIONS:
• Bachelor's degree in Computer Science, Engineering, Management Information Systems, Business Administration, or related field from an accredited institution and a minimum of 17 years of experience. MBA is plus.
• Must have15 years of IT Program Management experience overseeing large, outsourced federal IT services programs valued at $100M+ annually.
• Demonstrated ability to manage complex tasks and teams in a fast-paced, multi-tasking federal environment; demonstrated ability to coordinate individuals and groups to meet performance baselines. Must have extensive experience in negotiating and management of performance-based contracts and service level agreements.
• Project Management Professional (PMP) certification required.
• ITIL v4 certification required.
• Strong communications skills and facilitation expertise with experience and comfort managing operational and project groups through complex concepts/issues in a federal acquisition environment.
• Strong writing and verbal presentation skills, with ability to produce high-quality deliverables for federal stakeholders.
• Experience providing executive-level briefings to federal agency CIO/Deputy CIO leadership and component executives to advance customer goals, share results of accomplishments, and identify opportunities for improvement.
• Experience developing services with quantifiable metrics to measure performance and impact from improvement initiatives.
• Supports top-level federal client relationships and contributes to identification of new opportunities and business area development strategies.
• Strong business analytical skills using Microsoft Excel for managing Service Level Metric and Key Performance Indicator (KPI) reporting, invoice reconciliation, and forecasting of work across multiple SLAs.
• Strong financial acumen with demonstrated P&L management, cost optimization, and margin improvement in complex federal IT services contracts.
• Ability to work with technical professionals, cloud architects, and service delivery management to develop labor and materials estimates for new work, contract modifications, and cloud migration efforts.
• Ability to act independently in terms of federal IT operations and project management direction, problem-solving, and client satisfaction management in a multi-stakeholder environment.
• Ability to develop and implement process improvement strategies for the program, working with federal stakeholders to implement and monitor agreed-upon improvements.
• Experience using Microsoft Project or similar tools for project plan and schedule development for complex, multi-year IT transformation initiatives.
• Deep understanding of federal acquisition regulations (FAR/DFARS), contract vehicles (GWAC, IDIQs), and federal IT compliance frameworks (FedRAMP, FISMA, NIST 800-53, CDM).
• Knowledge of federal budget cycles, continuing resolutions, appropriations processes, and their impact on contract execution.
• Strong understanding of cloud computing models (IaaS, PaaS, SaaS) and multi-cloud service provider environments.
• Experience managing large-scale IT infrastructure consolidation, data center optimization, and cloud modernization programs.
• Physically located in Washington, DC Metro Area. Job will require on-site presence at federal facilities multiple days per week. Regular travel to component locations estimated at 15-25%.
PREFERRED SKILLS:
• Previous Program Manager or Deputy PM experience on large-scale federal IT outsourcing programs, particularly with civilian agencies.
• Proven success in federal business development activities including bid strategy, solution development, orals preparation, and contract award for performance-based IT services contracts.
• Federal IT outsourcing experience with civilian agencies or Department of Defense.
• C-Level (CIO, CISO, CFO) communications experience in federal government context.
• Experience with performance-based contract structures and incentive fee mechanisms.
• Preferred experience using ServiceNow service management system for federal IT service delivery.
• Experience with cloud cost optimization strategies and automated cost management tools.
• Business Analytics – Forecasting of sales, revenue, and profit for large federal programs.
• Understanding of DevSecOps practices, CI/CD pipelines, infrastructure-as-code, and cloud-native architecture patterns.
• Lean Six Sigma Green Belt or higher certification.
• Certified ScrumMaster (CSM) or equivalent Agile certification.
SECURITY REQUIREMENTS:
• Ability to obtain and maintain federal agency clearance or Public Trust as required.
• Must pass comprehensive background investigation.
