SAIC is seeking a Cyber Engineer Manager to lead and execute critical cybersecurity programs supporting Ground Intelligence Support Activity and its subordinate commands at Fort Belvoir, Virginia.
The Cyber Engineer Manager will be responsible for but not limited to the following duties:
- Planning, managing, and implementing cybersecurity initiatives to protect critical systems and ensure compliance with Department of Defense (DoD) policies, such as the Risk Management Framework (RMF) and NIST standards.
- Play a key role in identifying and mitigating cyber risks, aligning cybersecurity goals with mission objectives, and ensuring the confidentiality, integrity, and availability of government networks and systems.
- Take ownership of program budgets, financial tracking, and contract compliance, including the submission of Contract Data Requirements Lists (CDRLs).
- Will innovate and support proposals to enhance program delivery while addressing complex problems across the cybersecurity landscape.

Qualifications
Required Education:
- Bachelor's degree and fourteen (0) years' experience; additional four (4) years' experience can be considered in lieu of degree.
Required Clearance:
- Must possess an active TS/SCI security clearance with the ability to obtain and maintain a TS/SCI with CI Poly; US Citizenship required.
Required Skills:
- Demonstrated expertise in Assessment & Authorization (A&A) processes, including hands-on experience with eMASS and XACTA for DoD and Army systems.
- Strong knowledge of DoD, Army, and NIST Risk Management Framework (RMF) cybersecurity standards, policies, and accreditation requirements.
- Proven ability to identify, validate, and verify implementation of Information Assurance (IA) controls to ensure system Confidentiality, Integrity, and Availability.
- Skilled in analyzing and resolving complex INFOSEC and cybersecurity technical issues across diverse environments.
- Experienced in conducting cybersecurity testing, documenting findings, evaluating results, and providing recommendations to enhance system security posture.
- Background in leading and managing multidisciplinary teams in high‑visibility, mission‑critical environments.
- Experience managing large-scale portfolios and budgets, including planning, justification, and execution of multi‑billion‑dollar cyber and technology programs.
- Demonstrated success coordinating across multiple stakeholders, including military, government, international partners, and coalition personnel.
- Proficient in managing service, commodity, and technology contracts, including oversight of contract execution, training, sustainment, and logistics activities.
- Skilled in developing organizational strategies, governance processes, and capability development plans for cyber, communications, and information technology portfolios.
- Experience conducting penetration testing, vulnerability assessments, and cybersecurity readiness efforts.
- Strong background in IT management, systems engineering, software development support, communications systems, and enterprise technology modernization initiatives.
- Proven ability to create, refine, and implement process improvements that enhance transparency, accountability, and operational effectiveness.
- Ability to develop executive-level briefings, defend program requirements, and prepare senior leaders for resource and decision forums.
- Excellent written and verbal communication skills, with the ability to translate technical concepts for senior leadership and diverse audiences.
