SAIC is seeking a ISSE to provide critical Systems Engineer Technical Advisor (SETA) services on the SAIC's prime program Landmark AOS in Chantilly, VA.  Landmark AOS is a large SETA program, supporting the NRO's Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.

As a ISSE, you would work with the program infrastructure to assist in the evaluation of cyber threats that could potentially compromise the tools utilized; and the environment(s) of which the tools reside in. 

Responsibilities to include: 

  • Assess and support new and existing customer systems that are utilizing their Software Platform to meet Mission needs across multiple customer sets
  • Ensure adherence to ICD-503 and customer specific directives/policies through the lifecycle (RMF 1-6) of customer sponsored assets
  • Provide the support and exercise needed to get cloud-based software solutions to the customers and keep them in compliance with all Federal and Agency security requirements.
  • Detect, mitigate, and analyze threats
  • work closely with technical team members, customer leadership, as well as contracted developers. 
  • Understanding of technical and non-technical data and metadata to assist in solutions that understand patterns of events, identify abnormalities, and determine root cause of abnormalities.
  • Provide risk recommendations to the customer after reviewing sponsored asset overall risk posture as part of Authority to Operate (ATO) RMF process
  • Manage/track customer sponsored assets' plan of action and milestones (POAMs) by working with various security stakeholders (ISSO/ISSE/ISSM/SCA) post authorization
  • Screen new asset requests to ensure sponsorship and information system owner identification
  • Facilitate System Review Team to ensure that new/existing customer sponsored assets have the correct project regulation, data types/C-I-A impact assignments, and overlay assignments as well (with customer signoff)
  • Assign asset security controls and levy asset specific liens on controls for which the program did not meet during accreditor reviews
  • Ensure customer sponsored assets maintain their security postures in accordance with customer identified Continuous Monitoring (RMF step 6) directives and policies
  • Provide continuous ad-hoc authorization-related daily support to both customer and programs

Qualifications

Required Education and Experience:

  • Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience. Relevant experience to be substituted in lieu of degree.
  • Active Top Secret/SCI clearance with Poly
  • DoD 8570 certification in IAT Level 2 certification or above (Security+ CE, CASP+ CE, CISSP, etc.)
  • Experience implementing RMF Process and NIST 800-53 technical controls, as well as developing and maintaining associated certification and accreditation documentation
  • Experience in ICD 503 RMF Implementation in the IC
  • Experience supporting IC in the Cyber Security Domain
  • Excellent communication skills on all levels
  • Ability to read technical documentation and identify alignment and/or conflict with process requirements and policies.  Be able to translate these findings into customer communications along with action-items to resolve potential issues.
