This is a Project Manager position in support of the Department of State (DOS) Vanguard Program, Infrastructure Management Directorate.  This project management position plans, manages, and executes IT projects for the Diplomatic Technology (DT) Bureau.  Individual will be responsible for providing oversight and management of project teams.  Individual should be able to work under limited direction; capable of leading and managing large and highly complex IT projects.  Individual should have the ability to apply past experience to develop solutions to new tasks.   Individual should be capable of managing the cost and schedules for multiple projects or a large complex IT project.  Individual should be fully competent in the tools necessary (e.g. Jira, MS Project, Excel, PowerPoint, EVM) to fully plan and execute a project.

Description of Duties:

  • Develop Project schedules and documentation to support COMSEC IT Projects.
  • Manage a team of engineers to drive and execute CS division objectives.
  • Brief DT senior management and Vanguard senior management at various milestones/stages in the project life-cycle.
  • Coordinate with engineering, operations, and security for project initiation and execution throughout the life-cycle of the project.
  • Coordinate with Government POCs, Gov PM, and customers on status of project .
  • Document and mitigate the risks associated with each project.
  • Prepare and coordinate any IT Configuration Control Board and IT Change Advisory Board requirements associated with projects.
  • Initiate any A&A documentation necessary for projects that require an Authority to Operate (ATO).
  • Prepare briefing slides and artifacts (project concepts, charters, project plans, schedules) as needed to prepare for the major milestones associated with each project.
  • Communication any issues that may hinder or impede the successful execution of the project schedule. 
  • Work with the Government and engineering team to identify and define a clear scope definition of each project/task.
  • Monitor to ensure each project stays within budget and scope or take the necessary corrective actions to bring projects back to an acceptable variance.

Qualifications

Required Education & Experience:

  • BS and 10 years experience.
  • Skilled in stakeholder engagement and managing resistance, with the ability to communicate the “why” behind changes clearly and persuasively.
  • Strong risk management and problem-solving skills, along with experience in performance measurement and using KPIs to track progress.
  • Ability to align programs with organizational goals and long-term strategy.
  • Experience in portfolio management and prioritization of initiatives is also highly valued.
  • Demonstrated ability to deliver results under pressure and meet deadlines is crucial.
  • Ability to keep team members accountable for performance and delivery.
  • Strong analytical and critical thinking skills are essential to assess current challenges and design actionable plans.
  • Strong emotional intelligence to handle team dynamics and reduce gossip-driven behaviors, along with the ability to coach and mentor team members to develop new skillsets.
  • Exceptional verbal and written communication skills are required for executive-level reporting and team engagement.
  • A proven track record of driving cultural transformation and fostering collaboration is a must.
  • Ability to influence and build trust across teams, as well as being skilled in conflict resolution and maintaining a positive work environment.
  • An understanding of process improvement methodologies like Lean and Six Sigma, and be comfortable with data-driven decision-making and reporting dashboards.
  • Prior experience as a Program or Project Manager.
  • Familiarity with program/project management tools, such as MS Project and Jira, is important. 
  • Experience managing complex projects in a multivendor environment.

Desired Experience/Skills/Attributes:

  • Networking or PKI background highly desired.
  • Prior Department of State experience highly desired.
  • PMP certification highly desired.

Clearance Requirement:

  • US Citizenship.
  • Active secret clearance with the ability to obtain a top secret clearance.
