JOB DESCRIPTION: 

The Navy Business Group currently has a career opportunity for a Joint Terminal Attack Controller Instructor (JTAC-I) to provide JTAC classroom and range training, operation of a JTAC simulator, and student evaluation support as a Naval Fires program at Expeditionary Warfare Training Group, Atlantic (EWTGL) in Virginia Beach, VA. The individual in this position will provide JTAC-I support and serve as a training program analyst for the EWTGL Fires Division.

The ideal candidate will have JTAC-I experience within the last two years (i.e., must be current) and the ability to interact with joint aviators, students, staff, and higher authority. The position requires effective assessment of aircraft operations and is involved directly with aircraft weapons release of live ordnance in response to JTAC instruction. The individual must have the ability to assess the current curriculum, establish objectives and assignments, identify curriculum shortfalls, develop solutions to those shortfalls, modify coursework, and integrate new instruction when emerging combat capabilities are fielded.  In addition, the candidate must be familiar with Modeling and Simulation (M&S) systems associated with JTAC training. The successful candidate must have the ability to work on complex, combat problems in the field, assess dynamic situations, demonstrate experience and convey direction to the students. The candidate must have extensive operational experience in combat planning and execution, and be able to train junior personnel. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least six years of applicable Training SME experience in:

·     Conducting fleet training analyses to identify gaps, training needs, and solutions

·     Developing and modifying training event/exercise scenarios and curricula

·     Delivering training in person and/or online

·     Developing training curricula

·     Managing training projects

·     Designing custom training to meet Fleet and Joint training objectives

Specific Functional Area duties include:

·     Support all aspects of the certification process for EWTGL fires courses. These courses include:

o   Tactical Air Control Party (TACP)

o   Joint Fires Observer (JFO)

o   Fire Support Coordination Center (FSCC)

o   ARG/MEU staff planning course

·     Provide JTAC instructor (JTAC-I) support, per the JCAS AP MOA. Provide classroom lecture, practical application, simulator, and field instruction to students. Provide syllabus training in JCAS and call-for-fire TTPs to include instructing and monitoring the execution of live controls.

·     Conduct evaluation of student performance and make recommendations to the N8 Course Manager's on the eligibility of each student for certification as a JTAC and JFO.

·     Provide M&S training operations and scenario development. Specifically, the M&S support will operate multiple systems such as the Combined Arms Virtual Environment (CAVE) and the  Joint Virtual Trainer (JVT). As operator for these systems, provide realistic scenario development utilizing war-gaming software. Develop scenarios that require utilization of emulated military equipment for the evaluation of student skills.

·     Provide support and assistance for the preparation, operation and maintenance of the M&S/training devices directly supporting the courses of instruction.

·     Provide academic training and education in person to develop, maintain and distribute instructional material supported by outlines, lesson plans, reference material, briefs, lectures, videos, scenarios, handouts, study guides, testing materials, critiques and feedback.

·     Provide tailored teaching products and/or scenarios as approved by course managers. Assist the government/stakeholders to maintain, update and standardize the instructor certification program and ensure instructor knowledge and presentation skills maintain current credentials. The Government shall be the final approving authority for the instructor certification program.

Qualifications

REQUIRED EDUCATION / QUALIFICATIONS / SKILLS:

·     Must be a U.S. citizen with an active Secret clearance and a Bachelor's degree.

·     Active military duty experience, including recent training / instructional / evaluator experience.

·     10 years of technical and general program analyst experience (14 years in lieu of degree will be considered).

·     Four (4) years of experience as a trainer/evaluator.

·     Three (3) years of JTAC-I and applicable Functional Area experience (see detailed tasks above).

·     JTAC-I certification and current experience in accordance with the current JCAS MOA.

·     Broad technical background, knowledge, skills, and experience in close air support (CAS), doctrine, principles, and processes for squadrons operating with a U.S. Navy carrier strike group (CSG), MAGTF, or JTF commander.

·     Experience in use of MS Office (e.g., Excel, Word, Outlook and PowerPoint) products.

·     Possess proven written and verbal communication skills at the junior management and senior executive level and be able to act independently.

·     Must be willing and able to work extended hours during certification events.

·     Must be willing to travel up to 10 percent of the time, including support of range support missions several days in duration.

DESIRED EDUCATION / QUALIFICATIONS / SKILLS:

·     Experience as an Echelon III (or higher) staff officer.

·     Experience implementing naval fires training requirements and associated Expeditionary Warfare training requirements.

·     Experience employing simulation suites (e.g., Joint Fire Support Executive Steering Committee (JFS-ESC) approved simulators such as Combined Arms Virtual Environment [CAVE] and Joint Virtual Trainer (JVT).

·     Familiarity with applicable joint, fleet and type commander training policy documents.
