SAIC is seeking a Joint Training Planner located in Okinawa, Japan to support the USINDOPACOM to advance the multinational operational readiness through the design, maintenance, and execution of Multinational Force Standard Operating Procedures (MNF-SOP) and the facilitation of Theater Security Cooperation (TSC) exercises across the INDOPACOM Area of Responsibility, with responsibilities extending to scenario development, exercise integration, and health service support planning in contested environments.
JOB DESCRIPTION:
· Lead the development, review, and continuous enhancement of MNF-SOP, incorporating lessons learned and best practices from multinational and joint operations.
· Provide academic instruction and facilitation for TSC exercises, delivering multi-echelon training aligned with USMC Mission Essential Tasks and strategic partnership goals.
· Collaborate with U.S. and partner nation military representatives and subject matter experts to ensure alignment of operational procedures and enhance multinational interoperability.
· Direct scenario inject development and exercise design, reflecting complex and realistic operational environments that advance USINDOPACOM readiness objectives.
· Oversee After Action Review (AAR) processes, authoring reports and integrating data-driven recommendations to improve future training cycles.
· Participate in high-level planning conferences, workshops, and policy-driven coordination meetings, representing J7 equities and ensuring the integration of joint training standards.
· Supervise cross-functional teams and facilitate effective communication and mentorship, supporting leadership development and organizational adaptability.
· Maintain operational and contingency planning documentation, while refining exercises aligned with current OPLANS and evolving mission requirements.
· Ensure analytic rigor and timely delivery of scenario-based reports, supporting continuous process improvements and reinforcing strategic foresight within training programs.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
· Bachelors and six (6)+ years related experience; additional four (4) years of experience accepted in lieu of degree.
· Experience in joint military training, exercise scenario design, and operational planning, ideally supporting USINDOPACOM or parallel Geographic Combatant Commands.
· Demonstrated expertise in MNF-SOP development, large-scale multinational exercise execution, and health services operational integration.
· Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with military planning and analytic software.
· Strong verbal and written communication skills, as reflected in technical report authorship and interagency collaboration.
REQUIRED CLEARANCE:
· Must have an Active Secret Clearance with ability to obtain a TS/SCI.
· Must have current US Citizenship.
DESIRED SKILLSET:
· Proven leadership in multidomain, multinational training environments, with the ability to adapt to rapidly shifting operational priorities.
· Record of analytical excellence, producing measurable improvements in unit and exercise readiness—from securing and managing multimillion-dollar funding for health service innovations to directing cross-ministerial engagement in high-impact training events.
· Experience supervising large teams, overseeing scenario integration, and delivering impactful After Action Reviews (AOR) that strengthened mission outcomes by over 40%.
Multilingual proficiency and prior residency or operational leadership in Indo-Pacific region a plus.
