SAIC's TWILIGHT program is seeking you, our next Launch Acquisition Specialist who possesses a working knowledge of the Department of Defense major systems acquisition process and provides expert advice and technical evaluations to enable the launch of critical national assets. Addresses both future mission acquisition strategy and maintenance of on-going contracts. Supports cradle-to-grave launch and launch support activities. Navigates challenges associated with multiple launch service providers and appropriate separation of proprietary information while maintaining focus on integration of requirements to assure compatibility across multiple launch systems.
Our TWILIGHT team is at the forefront of advising and assisting the government through the full lifecycle of launch systems acquisition that enables launch and mission success. We work out of our sunny El Segundo, California office.
• Specific responsibilities include:
• Provide advice to Program/Project Managers regarding acquisition strategies, schedules, contracting, budgeting and execution
• Prepare periodic status reports, coordinate and execute periodic staff meetings and technical interchange meetings, and develop acquisition plans, schedules, and executive program briefings
• Develop, draft, and coordinate overarching program planning and execution documents as prescribed by/tailored from applicable government instructions, regulations and policies
• Provide technical and programmatic assessments of contractor design/milestone reviews to evaluate progress, risks and issues, and the ability to achieve mission requirements
• Provide program element coordination, staffing and monitoring
• Advise and assist government customer regarding funding commitments, obligations, and expenditures as well as drafting and supporting delivery of program funding documentation and monthly financial reports
• Support launch vehicle contractor reviews to assess progress and issues in meeting mission requirements
• Advise on contract management activities for ECP forecasting and implementation, award fee evaluation and contractor oversight
Qualifications
Bachelors and ten (9) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
• Experience using Microsoft office Suite products
• Strong understanding of federal acquisition processes
• Ability to work independently and lead tasks with minimal oversight
• Excellent communication, coordination, and problem solving skills
• Experience supporting junior and senior government customers
• Ability and willingness to travel up to 10% in support of government customer requirements
Must have TS/SCI Poly
Desired Qualifications
• Experience with DoD or intelligence community acquisitions and knowledge of associated processes, including FAR/DFARS
• Experience in Space Launch contracting, including mission unique requirements, launch services procurement, or support to launch enterprise acquisition activities
• Experience using Confluence and Jira for tracking, documentation, workflow management, and collaboration (or similar program)
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
