PMA-251 (Aircraft Launch and Recovery Equipment Program Office) is seeking a Logistics Specialist in Patuxent River, MD to support ongoing and emerging Foreign Military Sales (FMS) cases, with a primary focus on the Future French Aircraft Carrier program. This role will also contribute to other NAVAIR and NAVSEA logistics FMS initiatives supporting international partners to include reviews of customer country Letter of Offer and Acceptance (LOA), contract schedules, and ILS (Integrated Logistics Support Specifications and Plans.
The selected candidate will provide comprehensive ILS across multiple program lines by coordinating provisioning, configuration, and sustainment planning for systems including Electromagnetic Aircraft Launch System (EMALS), Advanced Arresting Gear (AAG), and associated support equipment. The position involves direct collaboration with U.S. Navy and French stakeholders, OEMs, and foreign customers to ensure timely and compliant delivery of logistics products under FMS and other acquisition frameworks. Key Responsibilities
- Support the planning, development, and execution of ILS elements across multiple FMS cases and NAVAIR/NAVSEA programs.
- Coordinate with the PMA-251 Logistics Team, NAVAIR FMS Leads, and international customers to track and manage sustainment deliverables, provisioning data, and configuration items.
- Maintain detailed logistics tracking sheets, ILS certification packages, and configuration management databases (e.g., CMPRO, CDMD-OA, MBPS) to ensure accuracy and traceability of all equipment and documentation. This include recommendations for out of production ILS support requirements to maximize customer operations and maintenance.
- Support creation and updates to provisioning work packages, including XRIC/XSFT requests, and collaborate with NAVSUP to maintain accurate supply data in ICAPS and ILIT systems.
- Monitor equipment shipments, installation status, and material readiness; provide progress updates and coordinate issue resolution across domestic and foreign stakeholders.
- Contribute to FMS logistics planning documents, such as ILS Program Management Plans, Logistics Support Plans, Transportation Plans, Shipping Schedules, and Material Handling Procedures.
- Support logistics data integration for acquisition, sustainment, and transfer milestones; maintain compliance with all DoD, NAVAIR, and FMS logistics standards.
- Participate in Integrated Product Teams (IPTs), Technical Interchange Meetings (TIMs), and Program Management Reviews (PMRs) to provide logistics input and track action item closure.
- Develop and maintain reports, dashboards, and metrics to monitor status of FMS logistics deliverables and assist in long-term planning for sustainment activities.
- Analyze requirements based on Letter of Requests (LOR) and recommend ILS plans that meet customer's country requirements.
Qualifications
Required Qualifications
- Active DoD Secret Clearance (minimum).
- Bachelor's degree and 10 years of related logistics or ILS experience; or 10+ years of equivalent DoD logistics experience.
- Demonstrated experience with DoD and Navy logistics principles, processes, and life-cycle management.
- Working knowledge of systems such as MBPS, CMPRO, ICAPS, CDMD-OA, or equivalent configuration/provisioning tools.
- Proficient in Microsoft 365 Suite (Excel, Teams, SharePoint, PowerPoint, Power Automate, Word).
- Strong organizational, analytical, and communication skills, with the ability to manage multiple concurrent projects and deadlines.
- Experience working in cross-functional teams and engaging directly with government, contractor, and international stakeholders.
- Must possess or be able to obtain a U.S. Passport.
Preferred Qualifications
- Experience supporting Foreign Military Sales (FMS) programs or international defense logistics efforts to include large export shipments.
- Knowledge of EMALS/AAG, shipboard aviation systems, or other NAVAIR/NAVSEA equipment.
- Familiarity with DoD supply systems, provisioning standards, and ILS Certification processes.
- Professional certifications in logistics or supply chain management (e.g., DAWIA, SOLE, or equivalent).
- Familiarity with NAVAIR training systems (Schoolhouse and familiarization)
- Experience with Support Equipment and Facilities
- Prior experience preparing and managing logistics documentation in support of acquisition and sustainment programs.
