SAIC is looking for a Master Scheduler who will be a key member of a team of high-performing engineers, scientists, subject matter experts, and program support staff, responsible for planning, development, and execution of new acquisitions, monitoring contract execution and providing technical analysis. The team member will work as a part of a team of schedulers utilizing Microsoft Project to develop and maintain program level resource-loaded Integrated Master Schedules (IMS) and assist the government customer in implementing Earned Value Management (EVM) into their program schedules.

General tasks and responsibilities include:

  • Serves as the technical expert for the development, maintenance, and assessment of the Integrated Master Schedule (IMS) in support of acquisition activities.
  • Develop, maintain, and manage detailed project schedules throughout the acquisition lifecycle, from initiation through planning, execution, and delivery phases.
  • Identify potential schedule risks and provide recommendations for mitigating delays or issues during the lifecycle of DHS programs.
  • Collaborate with project teams to define key deliverables and ensure that WBS elements are properly defined, resourced, and tracked.
  • Supports the acquisition division in development of processes based upon best practices for schedule management, compliant with agency and industry guidelines.
  • Coordinates with project management personnel, engineers and subject matter experts, and project stakeholders to generate and maintain project IMS.
  • Provides analysis of the IMS to the customer and senior leadership, develop recommendations, reports, and analytic products detailing findings, corrective actions, modifications, and/or opportunities for exploitation based upon analyst activities.
  • Advise and assist leadership in creating and implementing Earned Value Management (EVM) principles as a program management tool within the division's programs.
  • Add resource-loading to program schedules and track Earned Value.
  • Advise executive leadership on policies and procedures for scheduling within the Acquisition Division to identify and track the critical path.
  • Establish and track metrics to assess schedule integrity and viability that include but are not limited to logic, float, critical path, relationship types, task duration, actuals, slipped and missed tasks.
  • Create schedule graphics for multiple briefings that help to portray the tasks, events, and their associated dependencies in a more comprehensible format.
  • Identify schedule slips and resource constraints, track metrics against schedule baselines, and provide recommendations to maintain schedule integrity and viability.
  • Develop and present corrective action plans and mitigation strategies based on schedule risk assessment, project health, and critical path analysis.
  • Contribute to acquisition program baseline documents (Acquisition Plan, Work Breakdown Schedule, and Integrated Master Schedule) to set program baselines for cost, schedule, and performance.

Qualifications

Required:

  • BS and 9 years experience (4 years experience in lieu of degree)
  • Clearance: Must be eligible for DHS Suitability requiring U.S. citizenship
  • Expert level with Microsoft Project and Microsoft Project Server
  • Extensive knowledge with developing & maintaining resource loaded program schedules.
  • Experience with Cost and Schedule integration w/ regard to EVM.
  • Experience with Critical Path in scheduling activities.
  • Ability to prepare and present various types of reports to all levels of Management.
  • Strong organizational skills and attention to detail.
  • Ability to apply organizational, planning, management, problem solving & execution skills to multiple projects simultaneously.
  • Excellent written and verbal communication skills.
  • Must be able to perform all functional duties independently.
  • Proficiency in Microsoft Office to include Microsoft Teams.
  • Government Acquisition Program experience.

 

Desired:

  • Knowledge of DHS or DoD acquisition processes including DHS's Systems Engineering Life Cycle (SELC) is highly desirable.
  • Strong analytical skills with the ability to organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Highly proficient in MS Office.
  • Current DHS Suitability.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
SAIC accepts applications on an ongoing basis and there is no deadline.

Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
