SAIC is seeking a Program Management Director who will be responsible for establishing, overseeing, and directing the Program Management Office (PMO) for the management and oversight of a dynamic Indefinite Delivery, Indefinite Quantity (IDIQ) contract serving the US Government. This role is located in Reston, VA and requires an active TS/SCI clearance with Polygraph. 

This role involves ensuring the efficient allocation of resources, maintaining the highest standards of technical and professional quality, and fostering a culture of excellence. The Program Management Director acts as the primary interface between the Contractor and the Customer, ensuring mission satisfaction, responsiveness, and adherence to all contractual requirements. Additionally, the Program Management Director will support business development activities to drive the growth and expansion of the IDIQ program.

PMO Leadership & Oversight:

  • Effectively lead the PMO organization, acting as the single focal point for IDIQ and contract performance, including personnel and issue resolution.
  • Oversee and direct all PMO activities and implement the Project Management Plan (PMP).
  • Align team to program/customer vision and expectations
  • Ensure all contractual functions, planning, organization, resource control, and security to complete all services and deliverables in the IDIQ and Task Order requirements.
  • Recruit and retain qualified personnel.
  • Manage subcontractor companies and their performance.

Customer & Stakeholder Engagement:

  • Serve as the primary program interface with the Customer.
  • Develop and execute upon a detailed customer engagement plan
  • Maintain collaborative relationships with customers (COTR, CO, and Government Task Managers) and communicate potential issues affecting mission success.
  • Engage with the Innovation Factory team and Commercial Operating Segment in efforts to implement offerings in customer space.

Performance Metrics & Improvement:

  • Collect, monitor, analyze, and maintain task performance metrics and milestones.
  • Responsible for all corporate financial and technical reviews of program performance.
  • Foster a culture of excellence and identify opportunities for improvement and drive on contract growth in support of the annual operating plan.
  • Draft white papers, briefings, etc. to present internally and/or to the customer to substantiate SAIC as a partner in good faith.

Business Development Support:

  • Support business development activities by identifying new opportunities via discussions with existing and potential customers.
  • Engage in shaping activities in anticipation of customer forecasts.
  • Contribute to proposal development and the creation of strategic plans to expand the program.
  • Collaborate with the business development team to align PMO strategies with company growth objectives. 

Qualifications

  • Active TS/SCI clearance with polygraph.
  • At least ten (10) years of previous experience managing complex programs and driving business growth; current or recent program management experience of a large program (>100 FTE).
  • Experience providing oversight of large, multi-functional project teams, and managing multiple complex tasks under tight time constraints.
  • Expertise and knowledge of the entire development system life cycle, to include Operations and Maintenance (O&M).
  • Experience leading and motivating cross-functional teams to achieve program and business development objectives while fostering a collaborative, high-performance work environment.
  • Strong track record of understanding and interest in current and emerging technologies demonstrated through training, job experience and/or industry activities. 
  • Demonstrated ability to quickly ramp up to support customer's needs, clearly communicate (orally and written) ideas, take initiative to provide creative solutions to challenges and/or systemic problems.
  • Proven willingness and proactive approach to engage in business development activities.
