SAIC is seeking a Project Manager Lead to support the USTRANSCOM IT Service Management effort located at Scott Air Force Base (AFB) in Illinois. The USTC Managed Information Technology Services (MITS) contract provides strategic, technical, and program management support to enable the operations and modernization of the combatant command's infrastructure, systems, and applications. This support is provided to the USTC Command, Control, Communications & Cyber Systems Directorate (TCJ6).
The Project Manager Lead will oversee complex, multi‑disciplinary IT programs and initiatives, ensuring alignment with mission objectives and contract requirements. The successful candidate will provide strategic direction, lead cross-functional teams, manage project performance, and serve as a senior advisor to government leadership on program execution, risk, and optimization.
Responsibilities:
- Leading the planning, execution, and delivery of large-scale IT programs supporting USTRANSCOM's enterprise modernization and service management objectives
- Providing strategic program oversight, including scope, schedule, cost, risk, and performance management across multiple concurrent workstreams
- Coordinating with government stakeholders, technical leads, and contractor teams to ensure alignment with mission priorities and contract deliverables
- Developing and maintaining project management artifacts such as project plans, schedules, risk registers, communication plans, and performance metrics
- Managing program governance processes, including Integrated Project Team (IPT) meetings, milestone reviews, and executive-level briefings
- Identifying and mitigating program risks, issues, and dependencies, ensuring proactive resolution and minimal mission impact
- Leading resource planning, workload prioritization, and task assignment across multidisciplinary teams
- Ensuring compliance with DoD, USTRANSCOM, and SAIC program management standards, policies, and reporting requirements
- Providing expert guidance on process improvement, workflow optimization, and modernization initiatives
- Supporting contract management activities including deliverable development, quality assurance, and performance reporting
- Mentoring junior project managers and team members to strengthen program management capabilities
- Participating with senior leadership to establish strategic plans, objectives, and long-term modernization roadmaps
- Making decisions on administrative or project matters to ensure effective achievement of program and organizational objectives
This position operates Monday through Friday during normal business hours. However, the employee may be required to support after-hours or weekend activities during planned or emergency events.
Qualifications
Required Qualifications:
- Ten (10) years or more of project or program management experience
- Active DoD Secret Clearance
- Bachelor's degree in a related field
- PMP or PgMP
- DoD 8570 IAT Level II or III certification (e.g., Security+, CASP+, CISSP) or ability to obtain within 6 months
- ITIL v4 Foundations certification
- Demonstrated experience leading complex IT programs within DoD or other federal environments
- Proven ability to manage cross-functional teams and coordinate with senior government stakeholders
- Strong understanding of IT service management, enterprise modernization, and cloud or infrastructure programs
- Experience developing and managing project schedules, budgets, risks, and performance metrics
- Proficiency with project management tools such as MS Project, Jira, Confluence, or similar
- Excellent communication skills, including experience preparing and delivering executive-level briefings
- Ability to identify and resolve operational, process, and performance inefficiencies
- Experience mentoring junior staff and fostering collaborative team environments
Desired Qualifications:
- MA/MS degree
- Fifteen (15) or more years of experience
- DoD TS/SCI clearance
- PMP, PgMP, SAFe, or ITIL v4 Foundations certification
- Experience supporting USTRANSCOM, Air Mobility Command, or other TRANSCOM components
- Experience managing hybrid contract types (FFP, T&M, CPFF)
- Familiarity with cloud modernization, cybersecurity programs, or enterprise IT transformation initiatives
- Experience with Agile, DevSecOps, or ITIL-based service delivery models
- Knowledge of DoD acquisition, budgeting, and governance processes
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
