SAIC is seeking a Sensitive Compartmented Information (SCI) Specialist in Arlington, VA to support the Army National Guard and the broader military intelligence community on the Military Intelligence Services Support (MISS) Contract.
Note: This role requires physical presence on site at the TARC facility in Arlington, VA. Hybrid telework, up to 40% of the time, may be feasible, subject to ARNG G2 requirements.
Job Duties:
- Assist in the development, planning, and coordinating the strategy for establishment and accreditation of SCI facilities managed by the Army National Guard G2 throughout the 54 states and territories
- Support SSO site visits and prepare site visit reports
- Collect training certifications and appointment memos during SSO site visits
- Indoctrination system of record tracking
- Track circuit accreditations of SCIF
- Assist ARNG G2 SSO in policy development for SSOs and SCI facilities throughout the 54 states and territories
- Travel: up to 25%
1. Architectural and Structural Integrity:
- Ensure the SCIF design adheres to ICD 705 standards for structural integrity, including wall thickness, door specifications, and window treatments.
- Verify that the facility meets705 physical security requirements
2. Access Control and Intrusion Detection:
- Review the design for compliance with access control systems as per ICD 705, including multi-factor authentication and biometric access controls.
- Assess the integration of intrusion detection systems, ensuring they meet the specified sensitivity and coverage requirements.
3. Electromagnetic Shielding (TEMPEST):
- Validate that the design incorporates appropriate TEMPEST shielding to prevent electromagnetic emanations from being intercepted.
- Ensure that all electrical and communication systems are properly shielded and grounded according to TEMPEST standards.
4. Environmental Controls:
- Review the HVAC system design to ensure it meets the environmental control requirements of ICD 705, including temperature, humidity, and air quality.
- Verify that the HVAC system is secure and does not compromise the SCIF's physical or electromagnetic integrity.
5. Regulatory Compliance and Documentation:
- Confirm that the design documentation includes all necessary compliance certifications and approvals from relevant authorities.
- Ensure that the design review process is thoroughly documented, with clear evidence of adherence to ICD 705, physical security, and TEMPEST requirements.
Qualifications
Required Education and Experience:
- Bachelors and ten (10) years of experience; four (4) years of experience in lieu of degree.
Required Security Clearance:
- Required Top Secret/SCI clearance to start.
Required Skills:
- Experience with the accreditation, design, and/or management of SCIFs.
- Possess strong organizational skills and work well independently without nearby corporate support.
- Have completed the DIA Sensitive Compartmented Information Facility (SCIF) Security Course or the ODNI equivalent.
- Have a working knowledge and understanding of ICD 705 series technical specifications and requirements.
- Have working knowledge and understanding of AR 380-28 “Army Sensitive Compartmented Information Security Program”, DoD Manual 5105.21 “SCI Administrative Security Manual”, and other applicable publications regarding SCI.
