SAIC is seeking a Senior Communications Exercise Planner to provide dedicated advisory and assistance services (A&AS) support to the Defense Threat Reduction Agency, Nuclear Enterprise Directorate, Nuclear Surety Department. The qualified candidate will organize, coordinate, execute, and provide support to Outside the Continental United States (OCONUS) nuclear weapon accident incident (NWAI) response planning, training, education, and exercises. This position is in Kleber Kaserne, Kaiserslautern, Germany.  

Primary Duties Include:
•    Organize, coordinate, and facilitate the setup and utilization of communication equipment in support of Nuclear Weapon Accident Incident (NWAI) response training and exercises.
•    Oversee the inventory, tracking, and maintenance of both classified and unclassified communications equipment used in nuclear response operations.
•    Integrate new and emerging technologies into NWAI training and exercises.
•    Coordinate with U.S. and NATO partners, host nation representatives, and interagency stakeholders to ensure communication exercise objectives align with operational requirements.
•    Develop exercise scenarios, communication injects, and after-action review processes to test and validate lines of communication.
•    Develop and implement comprehensive communication strategies for NWAI response exercises, ensuring clear, timely, and accurate information flow among U.S. and international stakeholders, including NATO and partner nations.
•    Utilize Microsoft 365 applications to create and manage detailed equipment databases, including serial numbers, locations, maintenance schedules, and custodianship.
•    Automate routine tasks such as equipment check-in/check-out notifications, maintenance reminders, and status updates to stakeholders.
•    Analyze exercise results to identify gaps and recommend improvements to communications procedures and equipment management.
•    Travel as required.
•    Other duties as assigned.

 

Qualifications

Required Education:
•    Bachelor's Degree and 15 years or more of related experience. 
 

Required Clearance:
•    Top Secret Clearance with the ability to obtain a TS/SCI
•    US citizenship required

Required Qualifications:
•    Experience in military communications planning, operations, and exercise management.
•    Proven experience providing communication support to exercises, specifically exercises involving U.S. nuclear weapon emergency response scenarios.
•    Proven track record in inventory management and maintenance of classified and unclassified communications equipment.
•    Proficiency in Microsoft 365 applications for document management, collaboration, and workflow automation.
•    Experience with secure communications systems, encryption protocols, and classified equipment handling.
•    Strong organizational, analytical, and problem-solving skills.
•    Ability to develop and deliver training on communications equipment and digital tools.
•    Experience operating in international environments and working with NATO partner organizations.
•    Demonstrated experience in effectively communicating to senior leadership through briefings, written/verbal correspondence, and other means as necessary.
•    Strong interpersonal skills with the ability to work as part of a team.

Desired Qualifications:
•    Prior experience working with DTRA, specifically within the nuclear enterprise.
•    Experience authoring and presenting training materials.
•    Server administration of the Tactical Assault Kit (TAK)
•    Spectrum management and antenna engineering for Satellite Communications (SATCOM) and Radio Frequency (RF)
•    Ability to problem-solve in a time constrained environment.
•    Experience producing after action reports (AARs).
