SAIC is seeking a Senior Program Analyst to provide CONUS-based program operations and international mobility support for the U.S. Navy's Foreign Military Sales (FMS) C4I modernization program supporting the Royal Saudi Naval Forces (RSNF). This role is the rear-echelon lifeline for a 30-person OCONUS workforce: coordinating deployments, international assignments, housing, travel, and administrative reporting that keep engineers and managers productive on-site in the Kingdom of Saudi Arabia. The Operations Specialist II works closely with the Program Manager, the SAIC Talent Acquisition team, Global Mobility, Security, and Contracts to onboard new hires, renew credentials, manage international assignment agreements, and produce timely administrative deliverables to the customer. This position is 100% remote (work from home). 

The Senior Program Analyst will be responsible for but not limited to the following duties: 

  • Coordinate end-to-end deployment of program staff to OCONUS duty stations in the Kingdom of Saudi Arabia, including travel, housing, transportation, and household goods shipment.
  • Administer international assignment agreements (IAAs) and supporting documentation, including visas, Iqamas, Living Quarters Allowance (LQA) or Cost of Living Allowance (COLA), hazard/danger pay, and Rest & Recuperation (R&R) travel.
  • Partner with Talent Acquisition to develop and post job requisitions, schedule interviews, track candidate pipelines, and shepherd contingent hires through onboarding.
  • Maintain the staffing roster, badge and credential expirations (e.g., CAC, country clearances, passports), and proactively initiate renewals to prevent service disruptions.
  • Compile and quality-check administrative inputs to monthly and quarterly program reports (PSRs, QSRs, MSRs) and contract data deliverables; coordinate with the Program Manager and Contracts on timely submission.
  • Process travel authorizations, trip reports, and expense reports; reconcile against program budget and flag variances.
  • Coordinate procurement support for office supplies, IT equipment, and program materials in support of the in-KSA team.
  • Maintain program SharePoint / shared-drive structure; control versioning of administrative templates, rosters, and recurring deliverables.
  • Serve as the CONUS point of contact for in-KSA staff on administrative, payroll, benefits, and assignment-policy questions; escalate complex issues to HR, Global Mobility, or Security as appropriate.
  • Support program transition events (new awards, option-year exercises, phase-in/phase-out) by tracking action-item checklists and reporting status to the Program Manager.

Qualifications

Required Education:

  • Bachelor's degree from an accredited college or university and six (6) years' experience

 

Required Clearance: 

  • Must have the ability to obtain and maintain an active Secret security clearance; US Citizenship required. 

 

Required Skills: 

  • Two or more (2+) years of experience providing program operations, administrative, or executive support on a U.S. Government contract.
  • Demonstrated experience coordinating international travel, visas, and/or relocations for U.S. personnel deploying OCONUS.
  • Proficiency with the Microsoft 365 suite — Outlook, Word, Excel, PowerPoint, SharePoint, and Teams — at an intermediate level or higher.
  • Strong written and verbal communication skills; demonstrated ability to draft professional correspondence and recurring reports for U.S. Government customers.

 

Desired Skills:

  • Prior experience supporting a Department of Defense Foreign Military Sales (FMS) or security cooperation program.
  • Familiarity with the Department of State Standardized Regulations (DSSR) and OCONUS allowance categories (LQA, COLA, post differential, hardship pay, danger pay).
  • Experience with Saudi Arabia in-country requirements (Iqama processing, Saudi visas, country clearance via APACS) or comparable Gulf-region experience.
  • Familiarity with U.S. Navy / NAVWAR program reporting cadences and CDRL deliverables such as Monthly Status Reports (MSRs), Program Status Reviews (PSRs), and Quarterly Status Reviews (QSRs).
  • Experience administering International Assignment Agreements (IAAs) or expatriate compensation packages.
  • Working knowledge of Defense Travel System (DTS), Concur, or comparable travel and expense platforms.
  • Active U.S. SECRET clearance.
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
