SAIC is seeking a Program Manager for the United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) major systems. This program will be part of a transformative venture, driving the future of next generation ice-breakers and enhancing the Navy and Coast Guard's polar mission effectiveness in response to evolving strategic and environmental demands.
This position is contingent upon an award expected Spring of 2026. It is hybrid-remote with weekly onsite requirements in Pascagoula, MS. Candidates must be local to the area.
Duties:
- Develop and Review Firm Fixed Priced (FFP) contract program specific planning and control documents.
- Manage FFP contract finances, cost accounts and risk reserves.
- Maintain and enhance all program processes and workflows.
- Manage team performance of stage 4 and 5 test procedures development and test execution project for USCG Polar Security Cutter C5ISR systems.
- Communicate all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes.
- Develop, document and revise program processes and quality standards.
- Lead multiple cross-functional teams to support program requirements of varying size, complexity and duration.
- Collaborate and manage technical processes across all functions within program and business stakeholders.
- Drive planning & delivery of high-quality deliverables in support of program requirements.
- Continuously improve execution processes.
- Define and manage success criteria based on business requirements.
- Proactively identify and mitigate risks and remove obstacles to program requirements.
- Guide the completion of root cause analysis to ensure issues do not recur.
- Communicate plans and status, and escalate issues as required.
- Monitors, measures, and reports on team's performance via regular status reporting on team's accomplishments, issues and risks.
- Reviews critical project documentation for completion and provides feedback and coaching as required.
- Ensures project tasks and milestones are accurate and complete for all active projects.
- Works with the cross functional managers to identify potential improvements to enhance the efficiency and effectiveness of the role, including a clearly defined requirements hand off process between teams.
- Ensures team development of expertise with existing or new systems.
- Serves as a conduit between the cross functional managers, program and business stakeholders, fostering relationships across the organization.
- Serves as a stakeholder across all active projects.
- Holds team members accountable to meet estimates and time frames for all team's tasks and deliverables.

Qualifications
Requirements:
- Bachelors degree with eighteen (18) years of experience with Naval related electronics, communications equipment and network systems; Masters and sixteen (16) years or more relevant experience
- Must be a U.S. Citizen.
- Active Secret clearance.
- Valid US Passport
- Must have FFP contract management experience
- Previous SME experience with C4ISR or C5ISR.
- Specific experience with shipboard Communication Cabinets, Gyrocompass Systems, Integrated Bridge Systems, Interior Communications (Alarms, Safety, Warning Systems), Military enhanced Global Positioning System, Navigation Data Distribution Systems, Unclass LAN, SIPRNET, and Surface Search Radar is highly desirable.
- Prior experience providing support for a shipyard environment project
Desired Quals & Experience
- Five (5) years as manager of Naval related electronics, communications equipment and network systems to include supervision project personnel, scheduling work, and equipment and material logistics control.
- Proficient Soft Skills for engaging with individuals in person, on phone and in written mediums.
- Cybersecurity Workforce (CSWF) IA Level II - Security+ certification, or CSSIP, Network+, A+ or equivalent.
- PMP certification or equivalent
- Experience with MIL-STD-2106 Development of Shipboard Industrial Test procedures
- TS/SCI eligible
