SAIC is seeking a highly motivated Senior Systems Engineer – Project Officer to join the SPC7 Advanced Concepts Team at NSWC Crane, supporting the Navy Conventional Prompt Strike (CPS) Program. In this critical role, the selected candidate will help oversee Small Business Innovation Research (SBIR) projects, manage performer integration efforts, and advance technology maturation initiatives, ensuring alignment with both the overall CPS weapon system architecture and program goals.

The ideal candidate will have a strong systems engineering background, exceptional communication skills, and a proactive approach to managing technology development and integration efforts. This role requires close collaboration with multiple stakeholders, including Program Office Leadership, warfare centers, national labs, universities, and design agents, to effectively develop and transition advanced technologies to the CPS weapon system.

Key Responsibilities:

  • Technology Management and Integration:
    • Assist the SPC7 Advanced Concepts Team with managing SBIR projects tied to CPS weapon system upgrades.
    • Coordinate performer efforts to align new technologies with overall system functional requirements, allocated system requirements, and well-defined interface requirements.
    • Review and evaluate subsystem designs to verify compliance with system requirements, providing feedback and guidance to ensure alignment with the program's technical and operational objectives.
    • Participate in technical reviews and provide input to influence subsystem designs and their associated deliverables.
    • Coordinate with performers to refine and clarify interface requirements, ensuring the proper integration of hardware, software, and system elements.
    • Review and assess subsystem documentation, including Interface Control Documents (ICDs) and test plans, to confirm their adequacy for future technology insertion and long-term system compatibility.
  • Verification and Validation (V&V):
    • Evaluate and ensure that performer V&V plans, methods, and results meet program-level requirements and demonstrate technologies readiness.
    • Provide guidance to performers on effectively executing V&V efforts, documenting results to program compliance standards.
    • Confirm technology projects are maturing as planned and meeting readiness criteria through detailed reviews of their V&V artifacts, including test results, analyses, and compliance traces.
  • Execution and Accountability:
    • Actively track and oversee performer progress, ensuring alignment with technical requirements, budgets, and milestone schedules of the CPS program.
    • Provide oversight of subsystem test, maturation efforts and milestone reviews to ensure alignment between individual performer tasks and the system as a whole.
    • Identify risks to future subsystem and system-level integration and collaborate with stakeholders to resolve potential roadblocks.
  • Reporting and Risk Management:
    • Prepare and deliver professional progress updates and risk reports to Program Office Leadership.
    • Communicate technology development progress, subsystem integration status, and technical challenges to key stakeholders, supporting risk mitigation efforts and program decision-making.
    • Maintain clear and accurate records of performer performance, subsystem documentation, and V&V deliverables to ensure program transparency.
  • Stakeholder Coordination:
    • Serve as a liaison between various agencies, including warfare centers, national labs, universities, and design agents, to facilitate communication and progress on CPS technology maturation efforts.
    • Engage with program stakeholders to align delivered subsystems and performers' technology efforts with the CPS weapon system architecture and the program's strategic vision.

Qualifications

Required Qualifications:

  • Bachelor's degree in Engineering or a related technical field.
  • Active SECRET clearance, with the ability to obtain TS/SCI.
  • Minimum of 7–10 years of experience in systems engineering, program/project management, or technology development, ideally within a government or defense-related context.
  • Demonstrated expertise in systems integration, functional requirements, and managing complex subsystem interfaces for large-scale programs.
  • Experience evaluating technical documentation (e.g., ICDs, test plans, and V&V artifacts) to ensure compliance with system requirements.
  • Strong social awareness and ability to communicate effectively with Program Office Leadership and external stakeholders.
  • Proven track record of driving results in a collaborative but highly technical and multidisciplinary environment.

Preferred Qualifications:

  • Familiarity with the Navy Conventional Prompt Strike (CPS) program or similar strategic systems.
  • Experience managing SBIR cycles, technology research, and technology transition plans.
  • Background in collaborating with national laboratories, universities, and government agencies on advanced technology development.
  • Knowledge of V&V best practices, from planning to execution, and the ability to evaluate compliance across subsystem and system levels.
  • Master's degree in Engineering, Systems Management, or a related field.

Position and Work Details:

  • Hybrid work model requiring 1–2 days on-site at NSWC Crane in Crane, Indiana.
  • Up to 20% travel required to support meetings, reviews, and program integration activities.
