SAIC is seeking a Senior Systems Engineer Requirements Manager to oversee all mission partner requirements for cross domain services, schedule TEMs/ERBs, provide TEM/ERB minutes, and partner with Project Managers to ensure information in CDMS is current and complete. The selected candidate will work closely with Government Product Owners and their teams to manage the requirements, priorities, enhancements of their systems and applications, plus any problem tickets, issues and concerns they may raise, and will will work with project stakeholders to gather, understand, and document requirements and use cases for new and existing capability. In addition, the candidate will manage the requirements dashboard and backlog and develop an implementation plan along with other project leads. The Senior Systems Engineer Requirements Manager will offer technical leadership and system engineering to provide data as a deliverable; for example, to support production analytics or metrics and fosters engineering solutions that promote integration and innovation. The Senior Systems Engineer Requirements Manager enforces Agile best practices, including but not limited to, issue tracking, backlog grooming, sprint management, and daily standups. This is a challenging position that requires strong communication skills and the ability to work with senior stakeholders across the organization.
This contract is expected to be awarded in early 2025.
Responsibilities include:

Manage development of stakeholder priorities, milestones, and ensure successful project completion

Facilitate requirements discussions and TEMs
-
Responsible for facilitating the process to collect and define client requirements
-
Provide advice and recommendations on process best practices
-
Perform analysis of business or systems processes to identify improvements
-
Work with clients to understand and define needs and use cases
-
Interact and communicate with end-users, management, vendors, and IT personnel
-
Ensure scrum teams have customer requirements that are converted into well-groomed user stories and collaborating with internal technical teams to provide status to customers for one or more software development projects

Work in collaboration to drive organizational change management to adopt timely, cost effective and secure IT solutions

Responsible for supporting and tracking enhancements

Plan, document and coordinate new and existing business cases and projects that follow the customer's Governance life cycle.

Plan, direct, and coordinate OCM, SDLC, and DevOps activities to bring value and impact to the customer

Provide Transparency and visibility across the enterprise to make sure development priorities, status on issue resolution, and progress on project initiatives, are well understood, clear, and easily accessible via dashboard or other reporting means

Create and maintain the backlog of user defined use cases and requirements

Create and maintain system documentation such as wikis, system Concept of Operations (CONOPS) documents, system design documents and interface control documents
Qualifications
Required:
-
Active TS/SCI clearance with polygraph
-
Bachelor's Degree, preferably in a STEM discipline

14+ years of related Systems Engineering experience
-
3+ years of relevant Project Management experience with an emphasis on SW development projects
-
Demonstrated experience supporting complex, large Enterprise IT programs that include Service Delivery, Agile development, and DevSecOps

Demonstrated experience defining measurable metrics to monitor progress

Experience in some of the following: ServiceNow, Splunk, Jira, Confluence, Jenkins, Git, EDH or NoSQL databases, SharePoint, microblogs, or Wordpress
Desired:

An active Project Management Institute (PMI) Project Management Professional or Program Management Professional

An active Agile methodology certification (i.e. CSM or SAFe)
-
An active ITIL V4 certification
-
Experience in architecting, developing, and implementing enterprise business solutions utilizing Scaled Agile methodologies

Experience with all of the following: ServiceNow, Jira, and Confluence
