JOB DESCRIPTION:
The Army Navy Business Group currently has a career opportunity for a Training Program Analyst to provide training, manpower metrics, and data assessment support to Afloat Training Group Atlantic (ATGL) in Norfolk, VA. The Program Analyst will review program data, evaluate program plans/changes and assist in the preparation of documents with various senior levels with military and civilian stakeholders. He/she will have six years of applicable experience in/with:

U.S. Navy fleet training operations, policy, and staff procedures.

Managing/prioritizing projects involving numerous stakeholders.

Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
Specific Functional Area duties include:

Conduct training data analysis utilizing the TORIS/training figure of merit database to support training “data calls” and requests from Type Commander (TYCOM) and US Fleet Forces Command (USFF), and to maintain historical data for trend/performance analysis.

Develop, collect, monitor and analyze unit level training (ULT) metrics.

Track ULT event manpower data utilizing the Master Scheduling Program (MSP) for trend analysis and ULT requirements mapping.

Provide metrics and analysis of data from the perception Level of Knowledge (LOK) program to identify focus areas for ULT (“knowledge gaps”), and to validate the currency / relevance of the questions banks in accordance with the most current warfare area technical and tactical guidance.

Develop ULT Navy Mission Essential Task List (NMETL) inputs to include:

Provide SWE T-Pillar ULT metrics and analysis support.

Provide DRRS-N action group support to ensure that ULT status is reflected, and that TORIS training data is integrated into DRRS-N reporting structure.

Assist with the research and implementation of proven business practices and statistical methodologies to assist in the analysis, or ULT and certification process metrics.

Assist with the development of executive-level briefings and slides to answer routine and ad-hoc USFF and TYCOM data calls.

Qualifications
REQUIRED BACKGROUND / EDUCATION / SKILLS:
Must be a U.S. citizen with a Secret clearance and Bachelor of Arts or Science degree.
Active military duty experience including recent instructional/training experience.
Three (3) years of experience as operator/technician with the following systems:
MSP
TORIS
DRRS-N or other similar database systems.
Experience in use of MS Office (e.g., Excel, Access, PowerPoint) products.
DESIRED BACKGROUND / EDUCATION / SKILLS:
Designation as Afloat Training Specialist or Master Training Specialist.
Familiarity with Surface Force Readiness Manual (SFRM), Surface Force Exercise Manual (SFEM), and use of the Master Scheduling Program (MSP) is a plus.
