Qualifications

Requirments:

  • Active TS security clearance with SCI and SAP eligibility
  • BS in Computer Science/Computer Engineering or other STEM discipline
  • 15+ years of technical and operational leadership experience including leading teams at operational and Combatant Command levels
  • Cyber subject matter expert
  • Ability to build and maintain relationships with senior leaders
  • Experience in planning and leading DoD Acquisition activities
  • Experience with day-to-day operations of US Cyber Command and/or National Security Agency senior leadership, to include in-depth understanding of leadership priorities
  • Experience briefing senior Government officials
  • Excellent interpersonal and communication (oral and written) skills; must have experience in using critical thinking to prepare written reports and presentations for senior decision makers
  • Demonstrated knowledge and familiarity with writing requirements for cyber capability development and with cyber operations planning
  • Demonstrated initiative and ability to plan, work, and deliver both independently and as part of a diverse team focused on delivering critical cyber capabilities
  • Demonstrated ability to effectively and professionally interact with staff members and executive leadership via both verbal and written means
  • Demonstrated experience supporting IC or DoD Compartmented/Special Access Programs (CAPs/SAPs)


Responsibilities

Provide leadership and technical oversight to Cyber capability development team members. Coordinate transition planning with senior leadership and mission partners to define desired end state, identify gaps, and manage roadmaps. Ensure adequate resource needs are defined and available. Organize and influence a diverse community of experts from across the Operations, Acquisition, Development, and Intelligence Communities to set technical direction. Develop engineering strategies to transition integrated capabilities to the operational community. Develop and implement communication strategies regarding these capabilities to support national and/or combatant command priorities.

 

Key responsibilities include but are not limited to the following:

 

  • Provide objective information and analysis supporting decision making on cyber-relevant Science and Technology (S&T) capability development and integration activities.
  • Ensure capabilities being developed meet operator requirements and programmatic schedule.
  • Identify collaboration opportunities between stakeholders and develop relationships to strengthen organizational lines of communication.
  • Prepare and deliver executive level briefings, reports, and summary papers; explain complex concepts in relatively simple language; summarize key decisions; and provide recommendations supported by analysis.
  • Monitor and assess progress to achieve planned outcomes and promote continuous improvement.
