The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of Combatant Commands (CCMDs) and transitioning these technologies to military services CCMDs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations. We have a near-term need for a Military Operations Analyst to provide onsite support out of SPA's Lorton, VA facility (near Fort Belvoir). Responsibilities The candidate will provide military subject matter expertise to the full spectrum of analysis projects, leveraging in-depth knowledge of military organizations (e.g., roles, missions, structure), operational responsibilities (e.g., doctrine, training, material, leadership, personnel, facilities, policy), and methods for employing national security assets at strategic, operational, or tactical levels. Assist clients in defining, understanding, and evaluating critical national security issues, and recommending actionable courses of action for senior decision-makers based upon informed evaluation. Support military planning and CBRN (chemical, biological, radiological, nuclear) defense scenarios, including the development of Master Sequence of Events Lists (MSELs) and advising on technologies to address operational gaps. Design and develop CBRN defense scenarios and create Master Sequence of Events Lists (MSELs) to inform Concepts of Employment (CONEMPs) and Concepts of Operations (CONOPS) for emerging CBRN technologies and industry commercial off-the-shelf (COTS) solutions. Provide expert analysis of CBRN threats and technical intelligence data while integrating emerging technologies for operational utility and risk reduction. Monitor, analyze, and interpret CBRN threats, hazards, and technical intelligence data to provide recommendations on employing emerging technologies to close decision-making cycles effectively. Collaborate with clients on the design and coordination of Warfighter experimentation events and CBRN training exercises to align with Joint Force objectives and national security requirements. Advise and assist senior leadership, navigating staff processes and preparing high-level reports and briefings on complex CBRN experimentation and exercise events. Maintain comprehensive knowledge of DTRA RD's mission, organization, policies, and customers to ensure informed decision-making. Evaluate CBRN capability gaps, seams, and shortfalls to advise on the operational utility of emerging technologies in addressing these challenges. Serve as a Senior Advisor, assisting the GS-15 Branch Chief in working with the Joint Staff, Service Component Commands, and Combatant Commands. Provide expert advice to navigate staff processes, mitigate CBRN risks, and leverage exercises and experimentation to address those risks effectively. Prepare high-level staff packages, reports, and briefings on complex CBRN experimentation and training exercise events for senior leadership review and decision-making. Travel expected up to 30% for participation in enterprise meetings, program reviews, conferences, and experimentation events, ensuring up-to-date knowledge of ongoing work and developments across the organization. Qualifications Required: Bachelor's degree in STEM (Biology, Chemistry, Engineering, or related technical field), Business, Statistics, Military Studies, or related field. 10+ years of experience in CBRN defense at the division level or higher (Army/Marines) or in a Joint/Combatant Command environment. Proven writing and documentation skills, creating error-free reports and briefs. Extensive knowledge of CBRN reconnaissance, surveillance, decontamination, and CWMD doctrine and strategies. Familiarity with DTRA RD's organization, policies, and analytical tools to provide advisory support. Active DoD Secret clearance with ability to obtain Top Secret clearance. Able to work fully onsite based on client needs. Desired: Master's degree in Chemical Sciences, Biological Sciences, or a mission-related field. 20+ years of military experience, including serving as G/J34 Protection cell lead or senior officer (LTC) or senior NCO (E8/E9) at the division level or above. Strong knowledge of DTRA RD and the Chemical/Biological Defense Program (CBDP). Contracts experience within DTRA RD or OSD Acquisition & Sustainment (A&S). Active TS clearance with ability to obtain SCI.
