The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Military Partnership Staff Officer (Partnerships Concept Development & Analysis) to provide onsite support out of Norfolk, VA. Responsibilities The Military Partnership Staff Officer will contribute directly to the activities of the Partnerships IPT/Branch. This includes the following tasks: develop and deliver briefings to senior officers and decision makers as it relates to partnerships; contribute and participate in the development of policies, directives, and process refinement related to partnerships; and directly support the Head of Partnerships IPT/Branch. Travel to meetings and conferences both within and outside NATO's boundaries for up to 30 days per year. Advise and influence internal stakeholders of the benefits and scope of partnerships, and the identification and exploitation of respective opportunities; support SPP on concept development for strategic engagements and for the annual International Concept Development & Experimentation Conference; lead the development and implementation of the NWCC “out-partnering” concept; work collaboratively across ACT and NATO structures ensuring ACT's approach to partnership is coherent and best meets the needs of the Alliance and Partner countries. Support NATO's partnerships initiatives fostering relationships with Partner Nations; coordinate collaborative projects and activities enhancing interoperability and cooperation between NATO and its partners; and provide geopolitical analysis and Key Leader Engagement on NATO PfP countries. Qualifications Required: Master's degree in international relations, international security, international development, military studies (including military technology or operations research), foreign policy, public affairs, political science, or related discipline; or have attended a NATO or national military staff college (OF-3 level or higher) 5+ years of experience working in the field of foreign/international security/international cooperation/defence/military affairs Experience working within NATO Enterprise (preferred); or other International Organization (in a defende or security-related position); or within a national mission, delegation, or embassy to an IO (in a defense or security-related position) Demonstrate a working knowledge of NATO Partnerships or security sector reform/defense and security capacity building, defense planning, or military capability development/military applications of Operations Research Active National or NATO Secret Clearance Able to work fully onsite based on client needs
