The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC
Responsibilities
The Technical Program Analyst will support the Naval Surface Warfare Center, Carderock Division, Code 86 (Submarine Maneuvering and Control Division) by assisting engineers, scientists, and project managers in establishing and maintaining cohesive oversight of Code 86's body of work. The Program Analyst will develop Microsoft Power Platform and SharePoint-based program and project tracking tools to improve oversight and coordination among Code 86 Technical Program Managers, Branch Heads, and Task Leads.
This role will coordinate with Code 86 leadership, Task Leads, and NSWC Carderock Customer Advocates to maintain accurate and current program information, including financial data, program objectives and milestones, and resource management details. The Program Analyst will interface and liaise across multiple submarine programs to identify, track, and maintain awareness of efforts impacting the hydrodynamics, ship control, and naval architecture technical communities.
This position requires strong proficiency in developing and deploying Power BI dashboards and PowerApps, working with SharePoint data sources, financial management, project and task management, and effective written and oral communication, in order to provide high-quality programmatic support to Code 86 leadership and stakeholders.
Qualifications
Required Qualifications:
- Reports in-person to NSWC Carderock's primary location in West Bethesda, MD, up to full-time, with limited telework opportunities, based on the needs of the client
- 5-10 years of experience (combined) in the below areas:
- Demonstrated proficiency in developing and deploying Microsoft Power BI dashboards and PowerApps, and in leveraging SharePoint data sources to create program and project tracking tools
- Financial management and maintaining program information, including financials, program objectives and milestones, and resource management
- Proven project and task management skills, with the ability to coordinate effectively with multiple stakeholders such as Technical Program Managers, Branch Heads, Task Leads, and Customer Advocates
- Strong written and oral communication skills, with the ability to clearly convey complex program information and maintain cohesive oversight documentation
- Active Secret clearance the ability to maintain it throughout employment
Desired Qualifications:
- Bachelor's Degree in a STEM or Technical field. This can be subsituted for engineering proficiency and/or experience sufficient enough to understand technical subject matter related to Code 86's work
- Familiarity with U.S. Navy submarine programs, ideally in the areas of ship control, hydrodynamics, and/or naval architecture
- Experience interfacing and liaising across multiple programs or technical communities to identify and track interrelated efforts
