Overview

The Cannabis Control Board (CCB) is seeking a motivated individual to join our collaborative and dedicated team in the role of Deputy Licensing Director. This position coordinates the day-to-day administrative and technical operations of the adult-use and medical cannabis licensing programs administered by the CCB. Operating with considerable independence and reporting directly to the Director of Licensing, this role is responsible for mission-critical functions including oversight of Cannabis Establishment licensing and employee registration processes, review of applications and renewals for completeness and statutory compliance, and development of recommendations that are equitable, consistent, and legally defensible.

 

This position will also assist with resolving licensing and licensing technology issues, maintaining and improving internal policies and procedures, and supporting implementation of legislative and regulatory changes. Additional responsibilities include compiling licensing and medical program data for Board meetings and public reporting, developing training materials and programs for staff and stakeholders, and supporting the rollout of new license types and licensing processes as the cannabis industry evolves.

 

Strong knowledge of licensing operations and regulatory administration, strong customer service skills, along with the ability to analyze and troubleshoot operational and technology-related issues, is essential. The ideal candidate will demonstrate initiative, sound judgment, ethical leadership, and strong organizational skills necessary to manage high-volume regulatory work in a fast-changing environment. 

 

This position is based in the CCB's in-person office environment in downtown Montpelier. Telework up to 2 days per week could be available.

Environmental Factors

Duties are largely performed in a standard office environment.  Site visits may be necessary, and travel will be required.

Minimum Qualifications

Associate's degree or higher in public administration, business management, or related field AND four (4) years or more of experience in project or operations management, business administration, public administration, performance improvement, or related field. 
OR
Seven (7) or more years of experience in project or operations management, business administration, public administration, performance improvement, or related field.

Preferred Qualifications

Master's degree or higher.
Experience in compliance or risk management.
