Overview

The Vermont Department of Environmental Conservation (VTDEC) is seeking an organized, self-motivated, detail-oriented professional to join our Funds Management Team within the Administration and Innovation Division. The ideal candidate will have the ability to effectively communicate and contribute to a team as well as work independently to produce accurate, high-quality reports and data analysis. Duties will include administering and monitoring federal grants, special funds, settlements, and other funds managed by VTDEC. This includes but is not limited to preparation and analysis of financial reports, statements, and budgets. We operate in a team-oriented, continuously improving environment in which the Financial Manager will become an important contributor.

 

This person will be an important member of our team and will interact and manage relationships with internal and external agencies, employees, and stakeholders. Prior experience with grants, contracts, VISION (the State's Oracle-based accounting system), VTHR (the State's HR/payroll system), federal codified law including 2 CFR 200, along with advanced Excel and financial management skills are preferred. The ability to work independently and manage multiple tasks efficiently is also preferred. The Department of Environmental Conservation currently operates in a hybrid working environment, supporting remote work as well as Core Days in which all staff are in the office. Permission to participate in telework is applied for on an individual basis.

Who May Apply

This position, Financial Manager I - Limited Service (Job Requisition #52329), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed in a standard office setting.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

One year as a Financial Administrator III with the State of Vermont.

 

OR

 

Certification as a CPA.

 

For some positions preference may be given to applicants with supervisory or management experience.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
