Overview
The Office of the Vermont State Treasurer, Treasury Operations Division seeks a dynamic and detail-oriented individual to serve as the division's next Financial Manager III. This position will assist with a variety of accounting, financial management, and treasury functions including:
- Assisting the Director of Treasury Operations with managing the relationships with the State's banking partners to include tasks such as opening and closing bank accounts, updating authorized signers, researching unusual banking transactions, researching inquiries from payees, and assisting with the annual delegated bank account review.
- Assisting Director of Treasury Operations with the management and review of the reconciliation process for the State's core bank accounts. This will include reviewing monthly reconciliations, and with assistance from Financial Administrator I, working with departments throughout State government to research and resolve discrepancies.
- Working with the Director of Treasury Operations and Financial Director II, assist with the management of the daily check and disbursement process
- Assist with the management of the department's accounts payable process
- May assist with budgeting process by conducting payroll forecasting, periodic expense review, researching budget-to-actual variances.
- The Treasury Operations division expects several IT projects in the future, including upgrades to existing systems and implementation of new systems impacting the division's accounting, financial reporting, banking, and accounts payable processes. This position may assist with project management and implementation.
- This position will involve working with multiple stakeholders within the Treasurer's Office, and also throughout State government in various agencies. Will also work with external stakeholders including vendors, suppliers, and recipients of State funds. Involves interacting with stakeholders at all levels of seniority, and various backgrounds and relationships to state government. Superb communication and problem-solving skills are key to success.
This position will be hybrid-remote with 2-3 days in office in Montpelier, Vermont. It is expected that more time will be spent in-person during the initial months to facilitate the onboarding process, with some remote work days possible after successful training. Applicants residing outside of commuting distance to Montpelier are encouraged to apply if they have a genuine desire to relocate.

Minimum QualificationsBachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One years as a Financial Manager II with the State of Vermont.
Special RequirementsFor some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
