Overview
The Finance & Administration Division of the Agency of Transportation (AOT) is looking to add a self-motivated, hard-working supervisor to our team. This position will lead a small team of three (3) professional Financial Managers. Work is performed in an evolving, fast paced environment.
Duties include, but are not limited to:
- Creating, analyzing, and reconciling various agency financial reports and coordinating systems for multiple offices or departments
- Acting as administrator of the Agency purchasing card program and oversight of the Agency purchasing and requisition budget activity
- Daily review of financial queries and reports to ensure timely payment of vouchers
- Tracks expenditures through electronic systems
- Reconciliation of Agency payroll and expenses as well as identifying and correcting payroll entries
- Ensuring proper month end closing procedures are completed in the VISION Travel + Expense, General Ledger, Accounts Payable, and Purchasing modules allowing for the proper closing of the ACTUALS + ACCRL/ADJ ledgers for the Agency
- May develop and financial guidelines for state programs, provides guidance and assistance with financial systems
- Serve as the liaison for federal agencies, other state departments, or local community partners for all financial inquiries
- Lead the effort to implement and maintain the VTBuys payment processes after the statewide go live date
The ideal candidate will possess leadership skills, professional knowledge of accounting principles and practices, the ability to analyze, interpret and evaluate accounting problems, and make mathematical computations with speed and accuracy.

Minimum QualificationsBachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One years as a Financial Manager II with the State of Vermont.
Special RequirementsFor some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
