Overview

The Department of Housing and Community Development is seeking a Grants Management Specialist to assist with administering "Phase 2" of the Homes For All initiative. This initiative seeks to empower aspiring, small-scale developers throughout Vermont to gain skills necessary to address our housing needs in a community-oriented manner. The Grants Management Specialist will work with a consultant team of experts to devise a curriculum and hold trainings for a cohort of would-be developers. The role will include travel throughout the state and communication with Vermonters who are eager to engage in development processes to improve housing availability.  

 

As part of this role there will be opportunities to design and implement program metrics and systems for oversight and management. This role will allow for incredible networking and engagement opportunities with housing providers and developers across the state, as well as our robust network of service providers. It also has potential to allow for implementation of creative solutions to our housing needs. 

 

A successful applicant must be self-motivated with great communication skills and an ability to work well in a team setting. 

 

 

Who May Apply

This position, Grants Management Specialist - Limited Service (Job Requisition #52322), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Bachelor's degree with coursework in financial management, grants administration or program evaluation AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

 

OR

 

Master's degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

 

OR

 

Two years or more of full-time college coursework OR an associate's degree with coursework in financial management, grants administration or program evaluation AND five (5) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

 

OR

 

High School diploma or equivalent AND seven (7) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
