Overview
The Agency of Transportation is seeking a Right of Way Appraisal Chief to lead appraisal activities supporting transportation projects across Vermont. This role combines technical appraisal expertise with staff supervision and program coordination, ensuring accurate property valuations for eminent domain acquisitions tied to highway, rail, and airport projects.
This position will:
- Plan, prioritize, and oversee appraisal and appraisal review assignments
- Assign work to staff and consultant appraisers based on project scope
- Supervise, train, and evaluate appraisal staff
- Review appraisal reports and determine market value and just compensation
- Manage consultant contracts and monitor work for quality and timeliness
- Prepare right of way cost estimates for capital planning
- Prepare appraisal reports as needed to maintain project schedules
- Communicate with property owners, municipalities, and partner agencies
- Serve as an expert witness in hearings as needed
- Support policy development, process improvements, and program coordination
We're looking for candidates with strong expertise in property appraisal and a solid understanding of applicable state and federal regulations, including eminent domain and appraisal standards. The ideal candidate brings experience reviewing appraisal work, managing competing priorities, and leading or mentoring others. Success in this role requires the ability to interpret complex project plans, exercise sound judgment in valuation decisions, and communicate clearly with a wide range of stakeholders. Just as important is the ability to build effective working relationships, navigate challenging conversations with professionalism, and ensure work is completed accurately and on time.

Work is performed in both a standard office setting and in the field involving significant interaction with property owners and local officials. Differences of opinion will occur, and considerable human relations skills are needed to deal fairly and impartially with irate landowners, professional colleagues and others. Assignments will include travel throughout the state for which private means of transportation is expected if State vehicles are unavailable. Some evening and overnight work is required. Work in all types of weather conditions may be necessary.
Minimum QualificationsCertified General Real Estate Appraiser license in Vermont AND four (4) or more years as a real estate appraiser INCLUDING two (2) years or more in condemnation appraising.
Special RequirementsMust maintain certification as part of employment.
Must possess a valid driver's license.
