Overview

The State of Vermont's Chief Performance Office is looking for a Statewide Director of Performance Improvement who enjoys helping people solve problems and making things work better.

 

This role works across state government to support leaders, managers, and frontline staff with practical tools, training, and guidance that help teams improve programs and day-to-day operations. As part of a small but highly collaborative team, the Director will lead the State's robust continuous improvement training program, support our thriving communities of practice, and help individuals and teams apply continuous improvement and operational excellence approaches.

 

The ideal candidate enjoys tackling complex challenges, thinking strategically about how work gets done, and turning ideas into well-organized programs and initiatives that help others succeed.

Class Definition

Executive work for the Agency of Administration shaping and managing enterprise-wide frameworks and policies on strategic planning and organizational performance management intended to improve government operations and results. Primary work involves establishing and managing an outcomes-oriented strategic planning and performance accountability system, supporting and coordinating performance improvement initiatives at an enterprise and localized scale, providing support and counsel to leaders, managers and staff in developing and implementing strategies for improved performance, overseeing a professional development program focused on increasing the knowledge, skills and abilities of all staff related to performance improvement and collaborating with other performance improvement professionals internally and externally. Duties are performed with a high degree of independence under the direction of the Chief Performance Officer. This position may supervise professional and technical level employees. Extensive interaction occurs with other Department and Agency staff.

Environmental Factors

Duties are typically performed in a standard office setting. Travel is required for which private means of transportation or utilization of SOV Fleet Cars is necessary. Incumbents may need to work evenings or weekends and deliver trainings and/or speak before public groups, including the Vermont Legislature.  Some out-of-state travel may be required to represent Vermont meetings and conferences.

Minimum Qualifications

Five (5) years or more of experience in project/operations management, business administration, public administration, performance improvement, or a related field.

Preferred Qualifications

Bachelor's degree or higher.

Proven executive-level experience in performance improvement, strategic planning, and organizational development. 

Demonstrated success in overseeing large-scale initiatives and driving change at an enterprise level.

Experience as a manager, supervisor, or team lead.

Special Requirements

Candidates must pass any level of background investigation applicable to the position, except for those who are current classified employees.
