Project Summary:

MSI is preparing to submit a proposal to support the U.S. Trade and Development Agency (USTDA) through the delivery of independent evaluations that assess the effectiveness and impact of USTDA-funded projects around the world. If successful, MSI would be responsible for managing and conducting evaluations of annual activities, producing individual evaluation reports as well as an aggregated annual report that highlights key findings and agreed-upon themes. These evaluations will help USTDA measure the impact of its export promotion and foreign assistance programs, generate evidence-based recommendations, and support learning and accountability across the agency's global portfolio. The expected period of performance is 12 months, with 36 additional optional months (at client's discretion).

 

Position Summary:

MSI is seeking multiple part-time Analysts to conduct evaluation-related research on an ad-hoc, as-needed basis. Analysts will be responsible for collecting and analyzing data, preparing formal reports and supporting USTDA's external evaluation work. Analysts will work closely with the Project Manager and other team members to deliver high-quality evaluations that assess the outcomes of USTDA-funded activities.

 

Responsibilities:

·         Conduct desk research, interviews and data analysis for external evaluations.

·         Draft formal reports in English in line with USTDA guidelines.

·         Assess in a transparent and ethical manner the linkage between specific activity interventions and final project outcomes.

·         Support drafting of contractor final report summarizing and aggregating the contractor's work including recommendations.

·         Assist in preparing inception, internal and final evaluation reports.

·         Engage with project stakeholders to collect quantitative and qualitative information.

·         Support logistical and operational needs for data collection and analysis.

·         Formulate recommendations for the Agency seeking to improve its evaluation process and the outcome of its activities.

 

Qualifications:

·         Bachelor's degree AND three (3) years of program evaluation work experience OR Master's degree and two (2) years of program evaluation work experience.

·         Professional proficiency in English AND one additional language including but not limited to Spanish, Portuguese, French, Arabic, Hindi or Mandarin. Please do not apply if you do not possess professional proficiency in at least one of these languages.

·         Strong research and analytical skills, with experience using both qualitative and quantitative methods.

·         Ability to synthesize findings into high-quality, well-structured written reports in English for technical and non-technical audiences.

·         Regional or sectoral knowledge relevant to USTDA activities (e.g., infrastructure, energy, transportation, telecommunications), preferred.
